Senate Follows House to Pass Farm Bill

The Senate passed its Farm Bill, 86-11, on June 28 reauthorizing agriculture, nutrition, and conservation programs until 2023. The 2014 Farm Bill expires on September 30. The Senate’s passage of the bill, following House passage last week, sets the stage for conference negotiations. There are key differences between the House and Senate versions of the bill that could lead to difficulties during conference. The Senate bill does not include a policy rider to repeal the Environmental Protection Agency’s Waters of the United States rule as is done in the House bill. The Senate bill also would increase funding for the Regional Conservation Partnership Program (RCPP) from $100 million to $200 million annually. RCPP is one of the conservation programs funded by the Farm Bill that potentially could be used to fund water reuse projects to protect water quality on agricultural lands.
