Each state has different drivers, regulatory landscapes, and rulemaking processes that impact how and why utilities and industry pursue water reuse. The guide provides entry points at the state level for readers to understand their local context and suggestions for how to navigate and engage in the rulemaking process in a way that protects public health and the environment.
The guide was funded by WateReuse, with additional financial and technical support from the Association of Metropolitan Water Agencies (AMWA), American Water Works Association (AWWA), National Association of Clean Water Agencies (NACWA), and Water Environment Federation (WEF). Brown and Caldwell led the development of the guide in collaboration with Hazen and Sawyer (Hazen).
