WateReuse Association Commits to New Actions in WRAP 2.0

Date: May 07, 2026

On April 16, the U.S. Environmental Protection Agency (EPA) launched its renewed Water Reuse Action Plan (WRAP 2.0). WateReuse Association partnered closely with EPA to help craft the plan and develop new actions. These initiatives encompass convening industrial stakeholders to accelerate the adoption of reuse across sectors, developing robust communications strategies, and creating educational and training resources to advance workforce expertise. WateReuse has committed to participate in the following actions:

WRAP Action 3.9 – Advance the Implementation of Decentralized Water Reuse Through the BILD Initiative

Building Infrastructure Locally for Decentralized Water Systems (BILD) is a partnership among the National Blue Ribbon Commission for Onsite Water Systems, WateReuse Association, US EPA, regulators, utilities, design engineers, product manufacturers, operators, non-governmental organizations, and academia working together to implement decentralized water infrastructure to address water challenges. BILD is chaired by the San Francisco Public Utilities Commission (SFPUC) and convened by WateReuse Association.

WRAP Action 4.11 – Accelerate the Circular Water Economy Through Innovation

WateReuse and the Water Environment Federation will co-host the second annual Industrial Water Solutions event to facilitate collaboration and advance innovation in industrial reuse alongside broader resource recovery strategies.

WRAP Action 5.12 – Establish a Decision-Making Framework for Water Reuse in Food & Beverage Production

WateReuse will expand upon our previous work under WRAP Action 5.7: “Identify Opportunities to Implement Water Reuse within the Beverage Industry.” WateReuse’s contributions to 5.7 included a technical whitepaper identifying key public engagement, regulatory, and technology barriers and strategies for overcoming them. WateReuse will build on the previous action to produce a framework to integrate reuse further into food and beverage manufacturing and operations.

WRAP Action 5.13 – Map Available Recycled Water for Industrial Uses

WateReuse’s Coalition for Water Recycling is developing a tool to connect industry to municipalities that have recycled water capacity and an interest in economic development opportunities. The map will show recycled water supplies that could be made available to industrial entities.

WRAP Action 5.15 – Identifying Opportunities for Reuse in the Automotive Value Chain

WateReuse will collaborate with automotive industry stakeholders to advance the adoption of water reuse in production processes. We will begin by working with auto industry associations and companies to identify challenges and opportunities to scale up the use of recycled water in auto manufacturing.

WRAP Action 8.10 – Reuse Pledge Program

The WateReuse Association will develop a pledge program for industrial water users to commit to incorporating recycled water throughout their operations, manufacturing, and production processes.

WRAP Action 8.11 – Create a National Communication Strategy on Water Reuse

WateReuse and U.S. EPA’s Water Reuse Program team are developing a national communication strategy which can be adapted across different communities and project types. Outputs from this action may include guidelines, webpages, and workshops that provide best practices for building public trust and generating the community buy-in necessary to expand and accelerate the adoption of water reuse nationwide.

WRAP Action 8.14 – Engage with Industry and Manufacturing Leaders to Scale Water Reuse

WateReuse will engage with priority industrial sectors — critical materials, food and beverage, automotive, and high tech — to advance implementation of reuse. In partnership with the Water Environment Federation, WateReuse will host a series of workshops to help embed fit-for-purpose reuse solutions into diverse sectors and their underlying supply chains.

WRAP Action 9.4 – Support the Production and Distribution of Advanced Technical Training Materials for the Water Workforce

WateReuse will partner with action leader Veolia and other stakeholders to develop and share free online water workforce training materials for advanced operator certification targeted at recycled water treatment.
