WateReuse Texas (WRTX) developed our updated vision, mission, and 2023-2025 strategic plan based on the national WateReuse Association strategic plan, with adjustments in goals as needed to meet Texas’s unique water reuse needs.
Our Vision: Statewide support and implementation of water recycling as a key strategy to safeguard public health and achieve environmental, water supply, and economic resilience.
Our Mission: To empower Texas communities with resources to embrace water recycling as the cornerstone to safe, resilient, accessible, and sustainable water management.

WateReuse Texas (WRTX) has four standing committees that execute our initiatives within their respective scopes: outreach, events, policy, and research. WRTX also occasionally forms ad hoc committees for certain purposes, like the nominations and awards committees. WRTX could not achieve our goals without the help and expertise of committee chairs, vice-chairs, members, and volunteers.

Outreach Committee
Chair: Martin Bartlett, Consor
This committee’s main goals are to generate awareness and acceptance for water reuse in Texas and to promote WateReuse Texas. The committee meets quarterly to advocate for water reuse across the state of Texas by developing communication plans, newsletter content, and other outreach and communications initiatives for recommendation to the WRTX board. Conference-related items include reviewing communication or outreach related abstracts and organizing a communications panel or track along with moderators.
Policy Committee
Chair: Nathan Vassar, PC – Lloyd Gosselink
The policy committee meets quarterly (and may meet more often prior to the Texas legislative session) to discuss the legislative and regulatory landscape for water reuse in Texas. Responsibilities and goals of committee participation include collecting member feedback regarding policy initiatives/priorities, developing strategies to advance reuse opportunities, tracking proposed legislation that may affect water reuse, advocating for funding and incentives related to reuse, and recommending advocacy priorities to the WRTX board.
Research Committee
Chair: Keisuke Ikehata, PhD – Texas State University
This committee evaluates research needs that will promote reuse in Texas and engages students at all levels in water reuse research. Committee initiatives include making recommendations to the WRTX board about research projects to support either financially or otherwise, overseeing research scholarships or other research projects funded by WRTX, and identifying other opportunities for WRTX to promote or engage in reuse research that will advance reuse in Texas. Conference-related items include leading the abstract review process, providing input on gaps in technical content, and selecting poster proposal invitations. The committee also judges the student poster presentations at the conference to determine the award winners.
Events Committee

This committee works with WRTX staff on conference planning, webcasts, tours, and other WRTX events including the annual membership meeting. The committee recruits event sponsors as needed, and members may be asked to scout out venues. At least one member of the events committee should be in that year’s conference location and coordinate with the local utility/utilities (e.g if the conference in is El Paso, at least one member of the committee should be in El Paso and act as the liaison to El Paso Water).
