2026 Water Reuse Advocacy Actions

Industrial Reuse: the Advancing Water Reuse Act

Water reuse has the potential to unleash opportunity and efficiency for U.S. manufacturing, data centers, and other industrial entities.  WateReuse Association has worked with bipartisan cosponsors in the House of Representatives to introduce H.R. 2940, the Advancing Water Reuse Act, which would establish a 30 percent tax credit to help industrial entities scale up their use of recycled water. The original cosponsors for the act have circulated a “Dear Colleague” letter, urging their fellow representatives to join as cosponsors of the bill. In conjunction with the Dear Colleague letter from the bill’s champions, we are asking WateReuse members to contact their representatives and urge them to cosponsor the Advancing Water Reuse Act in the U.S. House of Representatives.  

How to Help: 

  • Update and send our House template letter to congressional staff for your representatives and urge them to sign on to the legislation. It is best to email the DC-based tax staff for the congressional office while also cc’ing your in-district / in-state contact. If you need help identifying the right staff person and contact information, please contact Greg Fogel at gfogel@watereuse.org or 805-570-3038. 
  • If you’d prefer to make a phone call, call the Capitol switchboard at (202) 224-3121 to reach your representatives. Ask for the staffer who handles tax issues, describe the bill and its relevance to the state/district, and make the ask. 
  • Point your representative to the Dear Colleague letter being circulated by the bill’s original cosponsors.

FY 2027 Appropriations

Congress is right in the midst of deciding FY 2027 funding levels for key water reuse programs, including those administered by the U.S. EPA and Bureau of Reclamation. We need your help today to ensure that these programs are protected and strengthened!

To Take Action:

  • Call the Capitol switchboard at (202) 224-3121 to reach your Members of Congress.
  • Ask for the staffer who handles water issues and tell them that you are calling about FY 2027 appropriations. Leaving a message is fine!
  • Make one or more of the asks listed below, and briefly explain why these investments are important to the communities you serve.

Pilot Program for Alternative Water Source Grants

Program summary: The Pilot Program for Alternative Water Source Grants is the first nationwide program dedicated to advancing water reuse. U.S. EPA is in the process of standing up the program after receiving first-time funding in FY 2026. Competitive grants will be made available to state, interstate, and intrastate water resource development agencies to engineer, design, construct, and test alternative water source systems, including water reuse systems.

Our ask: Include $10 million for the Pilot Program for Alternative Water Source Grants, Section 220 of the Federal Water Pollution Control Act (33 U.S.C. 1300) in the FY 2027 Interior-Environment Appropriations bill so that communities across the country can access cost-share funding for their water recycling projects.

Title XVI-WIIN Water Reclamation and Reuse Grants Program

Program summary: The Title XVI-WIIN Water Reuse Grant Program provides federal cost share for water recycling projects in 17 Western states. The program has helped communities across the West build drought resilience, keep nutrients and other pollutants out of sensitive waterways, and grow sustainable economies. It is a key economic and resource management tool.

Our ask: The FY 2027 Energy and Water Development Appropriations bill should include $41,000,000 for the Title XVI Water Reclamation and Reuse Grants Program, of which at least $30,000,000 should be for competitive grant projects as authorized in section 4009(c) of the WIIN Act (Public Law 114-322).

Clean and Drinking Water State Revolving Fund Programs

Program summary: The Clean Water and Drinking Water State Revolving Fund (SRF) Programs are long-standing water infrastructure programs that have funded hundreds of water recycling projects over the years. EPA allocates capitalizations grants to states, which in turn provide low-interest loans to utilities and other eligible entities. Demand for SRF loans far outstrips available dollars, limiting communities’ ability to access financing for water recycling and other water infrastructure projects.

Our ask: Include at least $2 billion each for the Clean Water and Drinking Water SRF Programs in the FY 2027 Interior-Environment Appropriations bill.

MORE WATER Act

in the U.S. Senate Earlier this year, Senator Alex Padilla (D-CA) introduced the MORE WATER Act (S. 3738), which reauthorizes both the Title XVI Water Reuse Competitive Grants Program and the Large-Scale Water Reuse Projects Competitive Grants Program. Both programs—which fund water reuse in the West—expire at the end of 2026. In order to build support for the bill, we are seeking cosponsors in the Senate, particularly Republican senators as well as members of the Energy and Natural Resource Committee.

To ensure that the Bureau of Reclamation can continue to fund Title XVI and Large-Scale Reuse Projects after 2026, we need to demonstrate broad support by growing the cosponsor list.
