White Paper Shares Global Perspectives on Advancing Water Reuse – The Drivers, Challenges, and Opportunities

The WateReuse Association and International Desalination and Reuse Association (IDRA) today released a collaborative whitepaper titled “Initiating a Global Dialogue on Water Reuse: Sharing Perspectives from Around the World to Advance Water Reuse.” The report examines drivers, challenges, and opportunities for accelerating the adoption of water reuse around the world to address increasing water scarcity. Featuring insights from over 70 water reuse experts across 18 countries, the paper encompasses action steps and relevant resources across four topical areas: governance, regulations, and policy; technology; financing; and communications.

“The most innovative utilities in the U.S. established the WateReuse Association more than 30 years ago to share best practices for ensuring a sustainable future. In partnership with IDRA, we are pleased to expand these conversations across the world,” said WateReuse Association President Bart Weiss. “The Global Dialogue on Water Reuse has been a foundational step in creating a forum for water professionals and other stakeholders from across the world,” said WateReuse Association Executive Director, Bruno Pigott.

IDRA President Jon Freedman and Secretary General Shannon McCarthy emphasized the urgency of the paper in addressing barriers and opportunities for reuse: “At IDRA, we believe that advancing water reuse is imperative for climate resilience and water security,” McCarthy said. “The Global Dialogue on Water Reuse represents a meaningful step forward in bringing together diverse voices and perspectives from across regions and disciplines to accelerate collective action. We are proud to join forces with the Water Reuse Association in driving this mission forward,” added Freedman.

Experts identified community engagement and financing for innovative treatment technologies as key opportunity areas. Specific recommendations include:

  • Develop a risk-based framework for pathogen reduction that is recognized globally as a benchmark to help increase clarity for industry and other end-users.
  • Continue to develop innovative nature-based low-cost treatment technologies (e.g. algae-based wastewater treatment) to enhance water reuse opportunities.
  • Explore partnerships, rather than loans or relationships of debt, between wealthy and less-advantaged countries to help deliver reuse technology implementation.
  • Educate and engage medical doctors, schools of public health, volunteer organizations, and other community leaders as water reuse advocates.

These insights are drawn from interactive roundtable workshops held at WateReuse Association’s Annual Symposium in Denver, Colorado (March 2024) and the IDRA World Congress in Abu Dhabi, UAE (December 2024), where water sector experts contributed their perspectives on key opportunities for water reuse. The Global Dialogue on Water Reuse is also an initiative of the Water Reuse Action Plan, administered by the U.S. Environmental Protection Agency.

The white paper’s findings will be presented on Tuesday, October 14 during a special panel at IDRA’s Reykjavik Summit on Water and Climate Change.
