Reflecting on WateReuse Texas’ 20th Year and Looking Ahead

Date: December 18, 2025

Dear WateReuse Texas Members,

As we close out an extraordinary year for WateReuse Texas, I want to reflect on how far we’ve come—and why the momentum we’ve built together truly matters.

This November, Texas voters overwhelmingly approved Proposition 4, a milestone constitutional amendment authorizing a $20 billion investment in the Texas Water Fund over the next two decades. This represents one of the most significant commitments to water infrastructure and new water supply development in our state’s history. WateReuse Texas was proud to advocate for its passage and for the explicit inclusion of water reuse projects to be eligible for funding.

These resources will help accelerate development of new water supplies and strengthen our state’s resilience in the face of ongoing drought and rising customer demand. This is not just a policy win; it is a generational opportunity, and our advocacy helped make it possible.

This year also marked a special milestone: the 20th anniversary of WateReuse Texas. To honor two decades of leadership, innovation and persistence – we launched #20forWRTX20, celebrating twenty champions who shaped the trajectory of reuse in Texas. These individuals educated communities, implemented groundbreaking projects, advocated at every level of government, and helped build public understanding and acceptance for water reuse as an ideal water management strategy.

And yet, even after twenty years of progress, we are only at the beginning. The next twenty years hold immense promise for WRTX—and our members will help define that chapter. I hope we can continue to give Texas communities the tools, data, expertise, and confidence to embrace water reuse as the cornerstone of a safe and resilient water future.

That collaborative energy was on full display at this year’s WRTX Conference, which brought together a record-breaking 250+ attendees for three days of technical sessions, panel discussions, and exhibits showcasing the latest advancements in water reuse. I was proud to see the conference become a celebration of our organization’s expertise and dedication. I want to give kudos to our Managing Director, Noelle George, and our conference chair, Laura Rodriguez, who kept the conference on track despite some unexpected challenges. I was also grateful for the opportunity to moderate a panel featuring several of the twenty champions who helped us get where we are today. Their work reminds us that progress happens when committed people push boundaries, challenge assumptions and keep showing up.

We also hit an exciting milestone during the event—2,020 LinkedIn followers—an inspiring tribute in our 20th anniversary year and a reflection of our shared commitment to communicating openly, engaging our supporters and staying connected.

As we look ahead, I am filled with gratitude—and optimism. The passage of Proposition 4, the strength of our membership and our expertise positions us to lead Texas into a new era for reuse.

Thank you for all you do to advance sustainable water solutions for our state. From our Board members to committee chairs to members who volunteer when we need a hand – we appreciate you! I look forward to working alongside you in 2026 as we build on this momentum and shape the next twenty years of reuse in Texas.

With excitement for the road ahead,

Christina Montoya-Halter

President, WateReuse Texas
