In Memoriam – Dr. Jim Crook

Date: March 26, 2026

The WateReuse community mourns the loss of Dr. James Crook, Ph.D., P.E., who passed away on March 24, 2026. For nearly a half century, Dr. Crook was a central figure in advancing water recycling as an environmental engineering consultant and in state government serving the public and private sectors in the United States and abroad.

Crook was an internationally recognized expert in water reclamation and reuse, supporting a multitude of projects and research activities involving public health, regulatory and permitting issues, project planning and implementation, risk assessment, treatment technology, and quality assurance. He spent 15 years directing the California Department of Public Health’s water reuse program, during which time he developed California’s first comprehensive water reuse criteria.

He served as a member of the WateReuse Association Board of Directors and on the Research Advisory Committee for the former WateReuse Research Foundation, along with leadership roles in several other water organizations throughout his career. He was also a fixture on expert panels exploring aspects of water reuse.

Among his honors, Dr. Crook was selected as the American Academy of Environmental Engineers’ 2002 Kappe Lecturer and the WateReuse Association’s 2005 Person of the Year.  Crook received a B.S. in Civil Engineering from the University of Massachusetts and both an M.S. and Ph.D. in Environmental Engineering from the University of Cincinnati.  He was a registered professional engineer in California and Florida.
