WateReuse Arizona Symposium 2024

The Arizona Section of WateReuse Association and AZ Water Association brought together over 200 leaders from across the Southwest for our annual symposium at Little America Hotel in Flagstaff, Arizona July 28-30, 2024. During the event two $3,000 scholarships were awarded to Arizona students and the Arizona Section recognized an award for Person of the Year. The symposium included a Rulemaking Making panel discussion between the Arizona Department of Environmental Quality, academia and local municipalities. Water Professionals from across the state of Arizona, including state departments, utilities, consultants, contractors, regulators, equipment manufacturers and laboratory services, and guests from neighboring states, attended presentations and engaged in conversations regarding water reuse in Arizona. Symposium attendees enjoyed participating in the 8th Annual Purple Water Balloon Battle and witnessed the return of Team U of A for its first win since 2018 and symposium dinner with the added fun of a casino night.

2024 WateReuse Arizona Awards

Person of the Year

The Arizona section presented one award during the 2024 Arizona Water Reuse Symposium in Flagstaff. The Person of the Year award was presented to Brian Biesemeyer, P.E. Brian has three decades of direct experience supporting and promoting both water and wastewater programs, not only in Arizona, but on a national level. Brian was appointed Executive Director of the Scottsdale Water Resources Department in November 2012. Prior to joining Scottsdale, Brian was the Deputy Utilities Director for the City of Peoria, AZ for over five years and worked for private utilities for ten years. Mr. Biesemeyer is also a retired U.S. Army Lieutenant Colonel with eight years of active duty and 14 years of reserve duty.

Brian is responsible for providing overall leadership for Scottsdale Water in the areas of drinking water, engineering and planning, stormwater permit compliance, a federal superfund site, regulatory programs such as cross connection control and industrial pretreatment, a $220 M enterprise operating budget, and a $150 M capital budget, along with all reclaimed water activity that includes oversight of one of the most advanced and progressive reuse programs in the U.S. He is also responsible for monitoring state and federal legislation that affect Scottsdale Water and the city’s long term water supply.

In addition to his role as Director, Brian represents the city at the Arizona Department of Water Resources, the Central Arizona Water Conservation District, the Arizona Municipal Water Users Association, the Sub-regional Operating Group (which oversees the 91st Avenue Multi-City Wastewater Treatment Facility) and the Central Arizona Groundwater Replenishment District.

Brian is a registered professional Environmental Engineer and holds a Master of Science in Civil Engineering, a Master of Science in Mineral Economics, and a Bachelor of Science in Geological Engineering, all from the University of Arizona. He holds Grade IV certifications in Water Treatment, Wastewater Treatment, Water Distribution and Wastewater Collection.

Over the years, Brian has been extremely active in water reuse and is a past board member of the national WateReuse Association and a past president of WateReuse Arizona. Brian is also a member of the Management Board of the Arizona Municipal Water Users Association.

2024 WateReuse Arizona Scholarship Recipients

WateReuse Arizona presented two scholarships of $3,000 each to Arizona university and college students at our 2024 Arizona Water Reuse Symposium. Congratulations to Mervin Lim and Bianca Nieves Vazquez.

Mervin Lim – 2024 WateReuse Arizona Scholarship Recipient

Mervin Lim is a PhD student at the University of Arizona studying Chemical Engineering. Originally from Malaysia he loves traveling to nature and culturally-rich places and stays active with hiking, tennis, climbing and crossfit.

Bianca Nieves Vazquez – 2024 WateReuse Arizona Scholarship Recipient

Bianca Nieves Vazquez is pursuing a Masters degree in Water, Society and Policy at the University of Arizona’s School of Natural Resources & the Environment. Originally from Houston, Texas, Bianca enjoys hiking, collecting vinyl records and drawing.
