Bureau of Reclamation Webinar Forecasts Funding for Water Reuse Programs

Last week, the Bureau of Reclamation (BOR) held a webinar on the latest funding opportunity for its water recycling programs. As previously reported, the funding opportunity is the first time in recent years the BOR has provided support for planning and pre-construction activities to facilitate the development of Title XVI Water Reclamation and Reuse projects, Desalination Construction projects, and Large-Scale Water Recycling projects. Applications for funding close on February 28, 2023 at 4 pm MT.

In addition to outlining the current funding opportunity for planning and pre-construction activities, the webinar also highlighted the BOR’s anticipated funding schedule for construction awards. BOR will first release a funding opportunity for the Large-Scale Water Recycling Projects Grant Program in Spring 2023, followed by funding opportunities in Summer 2023 for the Title XVI and Desalination Programs. BOR’s programmatic staff walked through the funding evaluation criteria and points scale for the current funding opportunity, along with how projects in the planning phase can prepare to become eligible for construction grants.

Additionally, BOR staff provided clarity on how feasibility study requirements for the new Large-Scale Water Recycling Projects Grant Program (WTR TRMR-128) will differ from feasibility study requirements for the Title XVI Program (WTR 11-01). The key areas of additional reporting include providing a wider array of project alternatives with a trade-off analysis, an economic cost-benefit analysis on the alternatives, and a technical peer review of the proposal.

Over the next year, BOR expects to finalize the Large-Scale Water Recycling Projects Grant Program feasibility study manual (WRT TRMR-128) by incorporating it into the Title XVI Program and Desalination Program Feasibility Study Review Process Manual (WRT 11-01). The revisions to the manual will be open for public comment, and WateReuse will be convening interested members early in the process to develop a set of recommendations.
