Washington Update
WateReuse Association Continues Advocacy Push on Capitol Hill 

In recent days, WateReuse Association has met with congressional staff from authorizing and appropriations committees in the U.S. House of Representatives and U.S. Senate to advance key water reuse policy and funding priorities. WateReuse met with House and Senate appropriations subcommittee staff overseeing funding for the U.S. Environmental Protection Agency (EPA) and Bureau of Reclamation. We continued to make the case for robust funding for loan and grant programs, including the Bureau of Reclamation’s Title XVI Water Reuse Grants Program and EPA’s Pilot Program for Alternative Water Source Grants. The House Appropriations Committee will release its FY 2027 funding bills for the Bureau of Reclamation next week, and for EPA the week after. WateReuse also met with congressional authorizing committees that have jurisdiction over Reclamation policy, the Clean Water Act, and the Safe Drinking Water Act, advocating for the reauthorization of critical water reuse programs which expire at the end of this year. Reminder: Apply to the Large-Scale Program by May 13! 

The deadline to apply for funds through the Bureau of Reclamation’s Large-Scale Water Recycling Projects Competitive Grants Program is rapidly approaching. The program supports the planning, design, and construction of large-scale water reuse projects that provide new, drought-resistant, local water supplies in the Western United States. To qualify, projects must have a total cost of at least $500 million. WateReuse encourages members to closely examine the eligibility criteria and consider applying for cost-share funding. Applications are due by May 13.

WateReuse Association Commits to New Actions in WRAP 2.0 

On April 16, the U.S. Environmental Protection Agency (EPA) launched its renewed Water Reuse Action Plan (WRAP 2.0). WateReuse partnered closely with EPA to help craft the plan and develop new actions. Review the Online Platform here. These initiatives encompass convening industrial stakeholders to accelerate the adoption of reuse across sectors, developing robust communications strategies, and creating educational and training resources to advance workforce expertise. WateReuse has committed to lead or partner on nine of the new actions.

Mid-Atlantic: Anne Arundel County Awards Arcadis with Contract for Aquifer Recharge Pilot

Last week, WateReuse member Anne Arundel County, Maryland awarded a $2.4 million contract to Arcadis to lead a Managed Aquifer Recharge Pilot project. Completion of the pilot is expected in 2028, and will include assessment of advanced, non-membrane treatment processes at an existing reclamation plant for potential full-scale implementation. Arcadis aims to incorporate advanced digital technologies including digital process twins, groundwater modeling, and interactive data dashboards to execute the project. “This project addresses critical water challenges with the potential to scale and adapt to other communities. Collaborating with Anne Arundel County and utilizing our digital expertise, our goal is to set a benchmark for sustainable water reuse and aquifer management,” said Moalie Jose, Account Leader at Arcadis. WateReuse members advocated last year for the passage of legislation in the Maryland State Senate which allowed the Maryland Department of the Environment to issue a groundwater recharge permit for the project.
