U.S. EPA Announces 2026 State Revolving Fund Allotments

Earlier this month, the U.S. Environmental Protection Agency (EPA) released its 2026 allotments for the State Revolving Fund programs. This year, EPA allotted $3.4 billion to the states through the Clean Water State Revolving Fund (CWRSF), with approximately $710 million in annual appropriations, $2.5 billion in base funding from the Infrastructure Investment and Jobs Act (IIJA) of 2021, and over $210 million in dedicated funding from the IIJA specifically for emerging contaminants. On the drinking water side, EPA allotted $3.6 billion to states through the Drinking Water State Revolving Fund (DWSRF), with approximately $384 million coming from appropriations, $2.5 billion in base funding from IIJA, and over $764 million from IIJA for emerging contaminants.

Importantly, FY 2026 is the final year of funding for the SRFs through the IIJA, meaning that the programs will soon face a funding cliff. WateReuse has been working with our water sector partners to increase annual appropriations for the programs to help fill the funding gap that will quickly emerge as IIJA funds are fully expended.

U.S. EPA Updates PFAS Disposal and Destruction Guidance

As part of its ongoing effort to address per- and polyfluoroalkyl substances (PFAS) contamination in water and the environment, EPA published updated guidance last Thursday on the destruction and disposal of PFAS. The interim guidance includes information on the latest science and challenges related to thermal destruction, landfill disposal, and underground injection of PFAS. It contains a new technology evaluation framework to help analyze the safety and effectiveness of new destruction and disposal technologies, summarizes the current science, and identifies research needs and data gaps. It also incorporates public comments received in response to earlier guidance issued in 2024. EPA is required by the National Defense Authorization Act to update its destruction and disposal guidance every three years at a minimum.

Public comments on the interim guidance will be due 60 days after EPA publishes the notice in the Federal Register. At that time, you will be able to submit comments here.

CA: WateReuse Members Break Ground on SoCal Purification Facility

On April 10, Las Virgenes Municipal Water District and Triunfo Water and Sanitation District celebrated the start of construction on a $466 million Advanced Water Purification Facility. “Up until now, we’ve been 100% (dependent) on imported water through the State Water Project,” said Jay Lewitt, vice president of the LVMWD Board of Directors. “The advanced water treatment facility will make us less dependent on imported water”— reducing that reliance by about 30%. The project is projected to be completed in 2030.

KS: Derby City Council Approves Water Reuse Study

On April 14, WateReuse member City of Derby, Kansas approved a water reuse feasibility study. Derby currently purchases its water from City of Wichita, and the growing suburb’s daily usage is outstripping its allotted supply. “We’ve taken several steps to try to become more water independent. It’s good for the city, it’s good for our residents,” said Derby’s development director Dan Squires. They city selected WateReuse member Burns & McDonnell to complete the feasibility study and begin the design of a pilot project.
