Senators Introduce Bipartisan Bill to Extend Funding Authority for Large-Scale Water Reuse Projects 

Last week, Senators Catherine Cortez Masto (D-NV) and John Curtis (R-UT) introduced legislation to allow the Bureau of Reclamation to continue to implement the Large-Scale Water Recycling Projects Competitive Grants Program beyond FY 2026. The WateReuse Association helped create the program in the Infrastructure Investment and Jobs Act (IIJA) of 2021 and has worked since then to guide and support the program’s implementation. Large-Scale Water Reuse Grants are available for Western water recycling projects with a total cost of $500 million or more. The bill—which mirrors legislation introduced last year by Representatives Susie Lee (D-NV) and Juan Ciscomani (R-AZ)—would extend the expiration of program’s authority by five years, from November 2026 to November 2031.

Welcome New WateReuse Member!

The WateReuse Association and WateReuse Illinois welcome the Bloomington-Normal Water Reclamation District! Established in 1919, the utility serves a growing population of approximately 130,000 people. Last year, Bloomington-Normal Water Reclamation District received approval via new Illinois legislation to sell reclaimed, treated water within a 50-mile radius for industrial use, saving potable supply. The district also operates two experimental constructed wetlands in Randolph Township which remove nutrients and contaminants from its Southeast Wastewater Treatment Plant, providing recreational benefits, animal habitat, and flood mitigation.

CA: Orange County Groundwater Replenishment System Surpasses Half a Trillion Gallons of Purified Water  

Last week, WateReuse members Orange County Water District and Orange County Sanitation District celebrated a landmark half-trillion gallons of purified water produced by their joint project: the Groundwater Replenishment System (GWRS). The GWRS, which boasts the title of the world’s largest advanced water purification system for indirect potable reuse, also celebrated 18 years of operation last month. “Surpassing half a trillion gallons is an achievement that underscores the role of the GWRS in turning a once-wasted resource into a reliable, locally controlled drinking water supply for the communities we serve,” said OCWD President Denis R. Bilodeau. OCWD will celebrate this milestone by canning and serving a special limited-edition beer, GWRS Brew at the 2026 WateReuse Symposium, March 8-11, 2026 in Los Angeles.

CA: Stantec Selected by Inland Empire Utilities Agency to Construct San Bernardino County Reuse Infrastructure 

Last week, WateReuse member Stantec announced it has been selected by the Inland Empire Utilities Agency (IEUA) to design a new pump station and an 11-mile recycled water pipeline in San Bernardino County. The new infrastructure will deliver up to 10 million gallons per day from the City of Rialto to a proposed advanced water purification facility in Rancho Cucamonga and was proposed as part of IEUA’s Chino Basin program aiming to expand water reuse to enhance supply reliability. “IEUA is setting a new standard for water reuse and resource management, and we’re honored to play a role in this transformative effort,” said Umesh Murthy, engineering lead for Stantec. The recycled water conveyance system is slated for completion in 2031.

CA: City of Los Angeles General Manager Traci Minamide Shares Importance of Pilot Potable Reuse Facilities in Smart Water Magazine 

In last month’s edition of Smart Water Magazine, “Reuse is the Future,” Los Angeles County Interim Director and General Manager Traci Minamide emphasized the role of pilot facilities in evaluating treatment options for potable reuse projects. Despite increasing project timelines, Minamide shared, pilot facilities offer the opportunity to collect regionally specific, seasonally variable data on the effectiveness of different treatment options, as well as opportunities to build public trust, engage researchers, and train operators on advanced technologies. Minamide also explained the added benefits of confirming contaminant removal, energy use, and system resilience, with the opportunity to leverage lessons learned to save costs down the line. “By optimizing design and performance at pilot scale, projects move forward with greater confidence, lower risk, and potential savings,” she shared.

UT: Washington County Opens New Confluence Park Reuse Facility 

Last week, Washington County Water Conservancy District and Ash Creek Special Services District announced the opening of their new Confluence Park Water Reclamation facility, which has a capacity of 1.5 million gallons per day and will supply recycled water for non-potable applications. The new facility is one part of Washington County Water Conservancy District’s larger plans to develop an interconnected system of reuse facilities to accommodate population growth in the area, with the goal to add 24,000 acre-feet – or over 7 billion gallons – of additional supply by 2042. The new facility uses Aerobic Granular Sludge technology to treat wastewater, increasing energy efficiency and reducing the size footprint of the facility.

Water Week 2026: National Water Policy Fly-In 

April 12-15, 2026 | Washington, DC 

The Association of Metropolitan Water Agencies (AMWA), National Association of Clean Water Agencies (NACWA), The Water Research Foundation (WRF), Water Environment Federation (WEF), and WateReuse Association are proud to jointly host the cornerstone event of Water Week 2026 – the National Water Policy Fly-In.

On Tuesday afternoon, attendees will gather for a federal policy briefing featuring senior leadership from EPA and other key agencies, along with remarks from prominent Members of Congress. Following the program, participants will have the opportunity to reconnect with colleagues and network across the sector at the Water Week 2026 Reception. Wednesday will be dedicated to meetings on Capitol Hill, where attendees will engage directly with congressional offices, and with key federal agencies to advocate for critical water policy priorities.
