Washington Update

Congress Passes Short-Term Funding Extension

On Friday, March 1, President Biden signed a short-term funding bill that extends federal funding through March 8 for some parts of the Federal Government and March 22 for others. Congress will need to negotiate and enact final FY 2024 funding levels for the Bureau of Reclamation and its program by March 8, and will need to do the same for the U.S. Environmental Protection Agency (U.S. EPA) and its programs by March 22. WateReuse continues to advocate for robust investments in key water recycling programs, including the Pilot Program for Alternative Water Source Grants, Title XVI Water Reuse Grants Program, Clean Water and Drinking Water State Revolving Fund Programs, and Water Infrastructure Finance and Innovation Act (WIFIA) Program, among others. For more information on how you can help secure these investments, visit our Take Action page.

Large-Scale Water Recycling Projects Opportunity Extended

The closing date for the fiscal year 2023/24 WaterSMART Large-Scale Water Recycling Competitive Grants Program funding opportunity (R23AS00433) has been extended. The Bureau of Reclamation extended the second of three application submission deadlines from late March until May 31, 2024 at 4:00 PM MDT. The third submission deadline has been extended from September 30 to November 26, 2024 at 4:00 PM MST. WateReuse helped create the Large-Scale Water Recycling Competitive Grants Program in the Infrastructure Investment and Jobs Act of 2021, also known as the Bipartisan Infrastructure Law (BIL). To qualify for the program, applicants must be located in a Reclamation state, and the total cost of the proposed project must be at least $500 million.

Pacific Institute Releases Stormwater Report

The Pacific Institute, a partner of WateReuse Association, released a new national assessment titled “Untapped Potential: An Assessment of Urban Stormwater Runoff in the United States.” The report finds substantial opportunities for expanded stormwater capture and reuse to improve water resilience in urban areas across the United States. The study finds that 59.5 million acre-feet per year of urban stormwater runoff is generated, exceeding earlier estimates. The Pacific Institute will host a webinar to discuss the report’s results and recommendations on March 19, 2024. To learn more about what can this untapped resource can be used for, visit the WateReuse stormwater reuse page.

Are Traditional Water Quality Test Methods Sufficient? Learn About Bioanalytical Screening Tools at WateReuse 2024 Symposium

Ground, surface, and wastewater can contain a complex mixture of pesticides, pharmaceuticals, industrial compounds, and personal-care products. This presents a challenge for traditional water quality evaluation methods which look at individual contaminants. Real world exposure generally occurs as mixtures of different chemical compounds. Bioanalytical screening tools such as cell-based assays make it possible to evaluate the risks posed by complex chemical mixtures, unknown contaminants, and contaminants of emerging concern. Sate Updates and Member Profiles
Welcome New WateReuse Member!

The WateReuse Association and WateReuse California welcome Central Coast Blue (CCB). CCB is a regional recycled water project to develop a sustainable water supply and protect the Santa Maria Groundwater Basin. CCB is based on the idea that all water is connected, and all water has value – from our reservoirs and streams to our groundwater basins and imported supplies. CCB will include the construction of a new Advanced Water Purification Facility (AWPF) to treat local wastewater. AWPF treatment technologies include Microfiltration and Ultrafiltration, Reverse Osmosis, and Ultraviolet Disinfection with Advanced Oxidation. In addition to the AWPF, Central Coast Blue will also include the construction of injection wells to recharge the groundwater basin with purified water and a piping network to carry the purified water from the AWPF to the injection wells.
