WRCA Hires New Managing Director

We are excited to announce that the WateReuse California Board of Trustees selected Brenley McKenna as its new Managing Director. Brenley currently serves as the Chief of Subscriber Services for The Water Research Foundation (WRF). Prior to joining WRF in 2017, Brenley served as Program Manager with Denver Water; as Reclaimed Water System Coordinator with the City of Westminster, CO; and as an Environmental Specialist with Arcadis. Brenley also served as President of WateReuse Colorado from 2015 – 2017. Brenley holds a Master of Science in Environmental Science and Engineering from the Colorado School of Mines, and a Bachelor of Science from the University of California, Davis.

WRCA Regulatory Affairs Director, Rosario Cortés, will continue in her role as interim Managing Director until Brenley steps into the new role on April 1, 2024. Brenley replaces Jennifer West who served as WRCA Managing Director until December 31, 2023.

We are thrilled to welcome Brenley and look forward to her leadership!

WRCA Meets with New Recycled Water Legislative Leaders

Recently, Assemblymember Diane Papan (AD -21 San Mateo) was selected as the Chair of the Assembly Committee on Water, Parks, and Wildlife -- an important committee for recycled water legislation.

In January, Dave Pedersen, WateReuse California (WRCA) President and Director, and Shivaji Deshmukh, WRCA Chair of the Legislative-Regulatory Committee, met with Chair Papan and a dozen key leaders in the State Legislature, as well as the State Water Resources Control Board. The main topic of conversation was the Governor's budget and that recycled water funding is critical.  We shared the WRCA Potable Reuse Map of California that is posted on our website. WRCA urges its members to develop and enhance relationships with their legislators, emphasizing the importance of recycled water in their districts.

State Water Board Streamlining Processes

In late 2023, WateReuse California assisted the State Water Resources Control Board (State Water Board) with a report on planned recycled water projects. In February 2024, The State Board publicized the report in a post on X, committing to “streamlining permitting & removing barriers for recycled water projects, & identifying the highest priority research needs to fund.”  The Governor's Water Supply Strategy includes statewide goals for recycling at least 800,000 acre-feet of water per year by 2030 and 1.8 million acre-feet by 2040.  State Water Board staff compiled a list of planned recycled water projects that hold the potential to deliver additional recycled water by 2030 and by no later than 2040.

Water and Environmental Leaders Support New Regulations for Converting Wastewater to High-Quality Drinking Water

After the State Water Resources Control Board adopted regulations
for direct potable reuse on Dec. 19, water and environmental leaders from across the
state are emphasizing why this is a safe and environmentally sound way to develop climate-resilient drinking water supplies.

Monthly Water Recycling Funding Opportunities List Issued by WRCA

WateReuse California is now providing monthly updates for key recycled water funding opportunities at the local, state, and federal level.

This month’s list includes a new grant program --- the “Regional Resilience Planning and Implementation Grant Program” out of the Governor’s Office of Planning and Research. This program funds regional climate resilience efforts, including identifying climate resilience priorities, building capacity, and implementing projects, that respond to a region’s greatest climate risks. The first round of grants ($9.1 million) is now available.

  • Agricultural Reuse Committee
  • Communications Collaborative Group Committee
  • Legislative and Regulatory Committee
  • Potable Reuse Permitting and Compliance Committee
