White House Releases FY 2027 Budget Request 

Communities across the country rely on federal cost-share grants and loans to help fund costly water reuse projects. Each year, Congress provides funding for these federal programs through the annual appropriations process. The WateReuse Association engages in each appropriations cycle to advocate for key programs. Last week, the White House published the President’s FY 2027 Budget Request, which kicks off the FY 2027 appropriations cycle. Congress will now consider—though not necessarily align with—the President’s request as it develops appropriations legislation for FY 2027.

For the second year in a row, the President has proposed the near eradication of critical water infrastructure programs, including those that fund water reuse projects. The Budget Request proposes cuts of 91 percent and 87 percent to the Clean Water and Drinking Water State Revolving Fund Programs, respectively. The White House also proposes an 89 percent funding cut to the Water Infrastructure Finance and Innovation Act (WIFIA) Loan Program, suggesting instead that the U.S. Environmental Protection Agency (EPA) uses existing “carryover” funds from prior years. The Budget does not speak to how using “carryover” funds would impact outstanding loans that have not yet been closed by EPA. Project sponsors for these pending loans have been awaiting final EPA action for more than a year.  

The President’s Budget Request does not propose funding for the Title XVI Water Reuse Grants Program nor for the Pilot Program for Alternative Water Source Grants, and it makes deep cuts to the EPA budget and the Bureau of Reclamation’s Water and Related Resource Account. WateReuse is working closely with Congress to ensure that final FY 2027 appropriations legislation rejects these proposed funding cuts. Applications Open for Large-Scale Water Recycling Projects 

The Bureau of Reclamation recently published a new funding opportunity for the WaterSMART Large-Scale Water Recycling Projects. The funding can support the planning, design, or construction of large-scale projects that maximize limited water supplies in the Western United States and reduce reliance on imported water by providing new, drought-resistant, local water supplies. Applications are due by May 13.

WateReuse Association helped create the Large-Scale Water Reuse Projects Program and has been working since last year to facilitate the release of this funding notice. We encourage WateReuse members to closely examine the eligibility criteria and consider applying for cost-share funding. Importantly, authority for the program expires in November 2026. WateReuse is actively working with Congress to enact legislation that extends authority and authorizes annual appropriations beyond 2026.

NPR’s “Short Wave” Podcast Tackles Public Perception of Potable Reuse 

Last week, NPR’s “Short Wave” podcast highlighted potable reuse as a long-standing solution to current water supply challenges, diving into the “ick factor” and the role of robust communications strategies in building the public acceptance needed for projects to succeed. Producer Rachel Carlson interviewed Peter Annin, executive director of the Burke Center for Ecosystem Research and author of Purified: How Recycled Sewage is Transforming Our Water. Annin detailed the advanced water purification process, emphasizing the enduring success of systems like Orange County Water District’s Groundwater Replenishment System. “The technology has not failed. What has failed in some of these systems is public acceptance … to help people understand that this is safe, it’s mind over matter, and we really need this as an additional water source,” Annin told the hosts.

Welcome New WateReuse Member!

The WateReuse Association and WateReuse California welcome the City of San Luis Obispo! The San Luis Obispo Water Resource Recovery Facility treats an average of 5 million gallons daily. Recycled water from the facility is treated to Title 22 standards and distributed through the city’s purple pipe infrastructure to deliver an average of 2.5 million gallons per day for non-potable purposes. Looking ahead, the city is exploring expanding its recycled water irrigation systems and considering indirect and direct potable reuse.

CA: ReWater Center Potable Water Reuse Report Focuses on Chemical Control  

Last week, WateReuse members University of Southern California ReWater Center and Trussell Technologies released the third series of their Potable Water Reuse Report, which highlights strategies for chemical control in potable reuse systems. The report identifies the risks of chronic exposure to certain chemicals found in the drinking water supply, emphasizing the importance of focusing on a wider array of chemicals for recycled water than in traditional drinking water sources. This resource outlines risk-based approaches which prioritize chemicals often found at concentrations above health thresholds and outlines effective strategies for controlling the presence of these chemicals.

CA: Smart Water Magazine Highlights Pure Water Southern California Progress in Interview with Shivaji Deshmukh 

Last week, Smart Water Magazine highlighted WateReuse member Metropolitan Water District of Southern California’s progress on Pure Water Southern California in an interview with General Manager and President Elect of WateReuse California Shivaji Deshmukh. The interview addresses Metropolitan’s efforts to diversify its supply to create long-term regional water security in the face of climate impacts, with reuse as a primary strategy for resilience. Deshmukh outlines the shifts in technology, regulation, and public acceptance which bolster the project’s success, the multi-stakeholder coordination across water agencies, communities, and other organizations required to shepherd the project to completion, and the elements which make Pure Water Southern California a unique and historic undertaking. “If we’ve done this well, it will show that investing early in resilience is far less disruptive than reacting to a crisis,” said Deshmukh.

Mid-Atlantic: City of Westminster, Maryland Receives $1 Million Federal Grant for Potable Reuse Project 

Last week, WateReuse member City of Westminster, Maryland, received a $1 million grant for its PUREWater Westminster potable reuse project. The facility will be the first of its kind in Maryland. “With this coming online, one of the things that we are most hopeful (for) is that this project will ensure our water for the future," Westminster Mayor Mona Becker told WBALTV. The facility’s treatment train will consist of ultrafiltration, reverse osmosis, granular activated carbon, and ultraviolet advanced oxidation. Construction is expected to begin next year.

Water Week 2026: National Water Policy Fly-In

The Association of Metropolitan Water Agencies (AMWA), National Association of Clean Water Agencies (NACWA), The Water Research Foundation (WRF), Water Environment Federation (WEF), and WateReuse are proud to jointly host the cornerstone event of Water Week 2026 – the National Water Policy Fly-In.
