Registration is now open for WateReuse California’s Annual Conference, taking place in San Francisco! WateReuse Community Mourns the Loss of Dr. James Crook, Ph.D., P.E. 

The WateReuse community mourns the loss of Dr. James Crook, Ph.D., P.E., who passed away on March 24, 2026. For nearly a half century, Dr. Crook was a central figure in advancing water recycling as an environmental engineering consultant and in state government serving the public and private sectors in the United States and abroad. He spent 15 years directing the California Department of Public Health’s water reuse program, during which time he developed California’s first comprehensive water reuse criteria. He served as a member of the WateReuse Association Board of Directors and on the Research Advisory Committee for the former WateReuse Research Foundation, along with leadership roles in several other water organizations throughout his career.

FL: WateReuse Florida Opposes Daytona Beach Ballot Measure Proposing Ban on Potable Reuse 

Last week, Daytona Beach city commissioners advanced a ballot question asking voters to approve a ban on potable reuse. Florida passed regulations for potable reuse in 2025, and in 2021 enacted a law requiring that municipal water systems stop nonbeneficial discharges of reclaimed water to surface water bodies by 2032. “A local ordinance that prohibits potable reuse or the use of highly treated reclaimed water for aquifer replenishment would significantly limit the range of available solutions that utilities may rely upon to meet the state’s requirements,” wrote WateReuse Florida President Kerry Kates in a letter to Daytona Beach. Daytona Beach residents will vote on the charter amendment in November.

TX: Submit Your Proposal for the 2026 WateReuse Texas Conference by April 17 

WateReuse Texas is accepting proposals for the 2026 WateReuse Texas Conference, taking place September 15-17, 2026 in San Antonio. WateReuse Texas invites reuse professionals to share their latest research, innovation, and experiences by submitting an abstract or presentation proposal. Accepted formats include a 30-minute presentation or a 60-minute presentation or panel. Accepted topics include all types of water reuse, reuse-related treatment or research, policy and funding, communications, or case studies. Submit by Friday, April 17 to take the podium at Texas’ most comprehensive water reuse event.

TX: Waco Receives $1 Million Federal Award for Non-Potable Water Reuse Infrastructure 

This month, Waco received a $1 million federal award for the Flat Creek Water Reuse Project, which aims to create a non-potable reuse system for industrial and commercial end users. Waco Mayor Jim Holmes shared the project’s aim to help sustain economic growth in the city: “As we’ve seen a lot of great economic development in the city over the last six, eight years — 4,000 new jobs, $4 billion in new investment, 40 new companies coming to town — we have to be thoughtful about our water resources,” he told KWTX. The initial funding will be used for phase 1 of the estimated $57 million project, beginning with infrastructure upgrades within the city’s wastewater treatment plant.

Water Week 2026: National Water Policy Fly-In 

April 12-15, 2026 | Washington, DC 

The Association of Metropolitan Water Agencies (AMWA), National Association of Clean Water Agencies (NACWA), The Water Research Foundation (WRF), Water Environment Federation (WEF), and WateReuse are proud to jointly host the cornerstone event of Water Week 2026 – the National Water Policy Fly-In.

On Tuesday afternoon, attendees will gather for a federal policy briefing featuring senior leadership from EPA and other key agencies, along with remarks from prominent Members of Congress. Following the program, participants will have the opportunity to reconnect with colleagues and network across the sector at the Water Week 2026 Reception. Wednesday will be dedicated to meetings on Capitol Hill, where attendees will engage directly with congressional offices, and with key federal agencies to advocate for critical water policy priorities.
