WateReuse Team Meets with Key Federal Leadership 

On February 26, the WateReuse Association team had productive in-person meetings with the US Environmental Protection Agency’s (EPA) Assistant Administrator for the Office of Water (OW), Jessica Kramer, as well as the Bureau of Reclamation’s (Reclamation) Acting Commissioner, Scott Cameron. Officials from other offices within OW, Reclamation, and the U.S. Department of Interior also participated.

The meeting with Jessica Kramer and her team covered water reuse priorities spanning from industrial reuse to continued support and partnership on the National Water Reuse Action Plan. The WateReuse Association team highlighted the newly created Alternative Water Source Grants Program, federal funding challenges within the Water Infrastructure Finance and Innovation Act (WIFIA) program, and changes to EPA’s Proposed Rule redefining “Waters of the United States," among other issues.

Acting Administrator Scott Cameron and his team expressed interest in learning more about the Association’s portfolio of work, including our industrial water reuse work and how reuse connects back to Reclamation’s work on the Colorado River. Acting Administrator Cameron noted that water recycling must absolutely be part of the solution to Western water challenges. WateReuse advocated for the release of congressionally appropriated funding for the Title XVI Water Reuse Grants Program as well as the Large-Scale Water Reuse Projects Competitive Grants Program. We also pressed Reclamation to execute outstanding awards under both programs.

WateReuse members and other communities across the West have been left in limbo as a result of a year-long delay in finalizing agreements and releasing new funding opportunities. The team also urged Reclamation to increase the per-project funding cap for Title XVI projects in line with inflation. Overall, the meeting was productive, and we were left hopeful that the issues we raised will be resolved in short order. We are pursuing agreed-upon follow-up and will be meeting again with Reclamation staff soon.

Solicitation of Information Regarding Federal Investment Opportunities 

WateReuse is seeking feedback on what types of water reuse projects would most benefit from small amounts of federal grant funding. In particular, we are asking for your help determining the most effective use of grants of less than $650,000. Ideas could include piloting, testing, and onsite reuse projects, among others. If you have thoughts on what types of projects would benefit most from smaller funding amounts, or if you have specific examples of relevant projects, please reach out to the WateReuse Association’s Director of Policy and Government Affairs, Greg Fogel, at gfogel@watereuse.org or 805-570-3038. Please do so before March 31, 2026.

EPA’s TRI Adds Another PFAS to the List  

Last week, the U.S. Environmental Protection Agency finalized a rule that will require the tracking and reporting uses and releases of sodium perfluorohexanesulfonate (PFHxS-Na) through the Toxic Release Inventory (TRI), making PFHxS-NA the 206th PFAS chemical to be added to the TRI. This action enhances source control and helps ensure that polluters take responsibility for PFAS contamination. WateReuse continues to promote policies that keep PFAS out of commerce, support water recycling utilities, and ensure that polluters pay for remediation.

Funding Opportunity
Google Opening Up Second Request for Information for Water Infrastructure Projects 

Google has announced the opening of another Request for Information (RFI) for water infrastructure and replenishment projects in the US. This RFI will be open March 16, 2026 - April 30, 2026. The Google team will be hosting two webinars that will answer questions across their three eligible project types—infrastructure, agriculture, and nature-based solutions. The water infrastructure webinar will be held on March 18 at 9 am PT/ noon ET and the agriculture and nature-based solutions webinar will be held on March 19 at 10 am PT/1pm ET. The WateReuse Association will continue to track the excellent work of its Coalition for Water Recycling members.

Welcome New WateReuse Member!

The WateReuse Association and WateReuse South Carolina welcome Charleston Water System. Charleston Water System is a public water and wastewater utility providing clean water services to greater Charleston. The utility delivers high quality drinking water from its Hanahan Water Treatment Plant to customers through 1,800 miles of water mains, and its Plum Island Wastewater Treatment plant treats an average of 25 million gallons per day, discharging clean water to the Charleston Harbor.

The 2026 WateReuse California Call for Awards is now open! Each year, WateReuse California’s awards program celebrates the people, agencies, and partners who are strengthening recycled water programs across California. This year, WateReuse California is introducing a new category: Recycled Water Operator of the Year. This award honors a recycled water operator who exemplifies excellence in system operation, safety, reliability, and regulatory compliance. Operators are at the heart of every successful recycled water program, and this new recognition celebrates the critical role they play in protecting public health and sustaining public confidence in water reuse. The deadline to submit your nomination is Friday, March 27.

HI: Hawaii Water Service Partners with Carollo to Evaluate Decentralized Water Recycling Plant for Kapalua 

Last week, Smart Water Magazine highlighted Hawaii Water Service’s feasibility study evaluating a potential decentralized treatment plant in Kapalua in partnership with WateReuse member Carollo Engineering. The facility would deliver non-potable reclaimed water for irrigation, and the study will identify and assess potential sites for the new plant and examine advanced treatment technologies. “This study is about finding ways that we can continue to provide excellent value to our customers, increase water supply reliability, and be a responsible steward of our limited, natural resource,” General Manager of Hawaii Water Geoff Fulks told Smart Water Magazine. The study is expected to conclude in fall of this year.
