Washington Update
Senator Alex Padilla (D-CA) Introduces Legislation to Reauthorize Water Recycling Programs

Last week, Senator Alex Padilla introduced the Making Our Communities Resilient through Enhancing Water for Agriculture, Technology, the Environment, and Residences (MORE Water) Act, which reauthorizes Bureau of Reclamation (Reclamation) programs that support the development of water recycling projects across the West. The MORE Water Act advances a range of WateReuse priorities, including authorizing funding for both the Title XVI Water Reuse Competitive Grants Program and the Large-Scale Water Recycling Competitive Grants Program. “By reauthorizing and improving two critical water reuse programs, Senator Padilla’s MORE WATER Act protects freshwater resources and ensures that businesses, farmers, and communities have the reliable, long-term water supplies they need to thrive,” said WateReuse Executive Director Bruno Pigott. WateReuse will be working to build bipartisan support for the legislation in order to move it through the Senate Energy and Natural Resources Committee.

Association Update
WateReuse Welcomes New Board Members

In an online ballot which closed February 6, the WateReuse Association membership voted to approve five candidates to fill vacancies on our Board of Directors: Heather Collins of the Metropolitan Water District of Southern California, John Newsome of Columbus Water and Power in Ohio, Lynn Spivey of Plant City, Florida, Melanie Tan with Black & Veatch, and Greta Zornes with CDM Smith.

The new candidates were selected from among nearly 30 highly qualified industry leaders. The WateReuse Board of Directors’ Nominating Committee approved the five nominees, who were confirmed by the full board during its fourth quarter meeting in December 2025. These new directors bring a diversity of expertise, skills, and regional perspective to our board of directors. You can meet your new board members at the 2026 WateReuse Symposium, March 8-11 in Los Angeles.

State Updates and Member Profiles
Welcome New WateReuse Member!

The WateReuse Association and WateReuse Utah welcome the City of South Jordan! Since 2022, South Jordan has been operating Utah’s first direct potable reuse demonstration facility: Pure SoJo. The City is actively engaging the public with educational campaigns, taste-testing events, and facility tours to build support for this sustainable water source. South Jordan’s efforts in DPR set a new standard for water management in Utah, with plans for a five-year pilot before full-scale implementation.

AZ: University of Arizona Researchers Developing Decentralized Brine Management Solutions

Last week, Mervin XuYang Lim, a researcher at WateReuse member University of Arizona, penned an article featured in Maven’s Notebook detailing the need for brine recovery solutions and highlighting his research group’s work on a new brine reclamation technology. Lim's team is currently working on a six-step brine reclamation system, referred to as Separation, Treatment, Recovery via Electrochemistry and Membrane, to reclaim municipal brine. Previous studies from Lim’s group have found that the system can recover up to 90% of the water in brine, which meets drinking water standards after UV or chlorine disinfection. The group is currently building a larger pilot system in Tucson to further study the brine reclamation system, testing its efficacy in eliminating viruses and bacteria.

CA: Jacobs Selected to Oversee Operations and Maintenance of Santa Monica Sustainable Water Infrastructure Project

Last week, WateReuse member Jacobs announced it has been selected by the City of Santa Monica to operate and maintain the city’s Sustainable Water Infrastructure Project – a 1 million gallon per day underground advanced water treatment facility. Jacobs will oversee the daily operation of the plant and set performance targets for long-term reliability and resiliency. Under the contract, Jacobs will also advance the facility’s future conversion to a direct potable reuse facility. “We look forward to working alongside the city and operating their advanced water treatment facility while supporting their efforts to have the plant become a direct potable reuse (DPR) facility,” said Jacobs Vice President of Operations Paul Rheault.

KS: Kansas House Considers Bill Requiring Water Reuse Regulations

Last month, Representative Sandy Pickert from Wichita introduced a bill in the Kansas House of Representatives which would require the state health secretary to create guidelines for water reuse. Our members formed WateReuse Kansas in December 2024 to help advocate for these new guidelines. The bill is a welcome step, though proponents have expressed concerns that the two-year timeline and $600,000 in allocated funding aren’t sufficient to complete a robust rulemaking process. State health officials are currently examining the approaches of other states with robust water reuse rules, looking to California, Florida, New Mexico and Colorado. “The ability of a community to better understand the infrastructure, costs and processes required to implement these types of reuse will reduce the time and cost required to complete such projects,” Fred Jones, WateReuse Kansas President, told the Kansas Reflector. “The goal of reuse feasibility is to find the best fit for a particular community or industry.”

Mid-Atlantic: The Region’s History and Future of Reuse

Since the 1940s when Baltimore began diverting millions of gallons of recycled water to the Bethlehem Steel plant to be reused for steel production, water reuse has helped the Mid-Atlantic region’s communities meet their freshwater needs. Check out the Mid-Atlantic Profile in Reuse highlighting water reuse in Virginia, Maryland, and Washington, DC. The profile is part of a series of fact sheets summarizing regions and their unique water reuse histories, drivers, and case studies.
