Republicans Retain Control of House, President-Elect Trump Announces Nominations

Late last week, Republicans secured control of the U.S. House of Representatives, handing the party control of both houses of Congress as well as the White House. In the Senate, Senator Jacky Rosen (D-NV) and Senator-Elect Ruben Gallego (D-AZ) won their races, as anticipated. Republicans will control 53 seats to Democrats’ 47 seats in the 119th Congress. As of Friday, November 15, seven House races had yet to be decided, including Ohio’s 9th congressional district, which is currently represented by the Ranking Member of the House Energy and Water Appropriations Subcommittee, Marcy Kaptur (D-OH). Among the House incumbents that lost their reelection bids are water reuse champions Lori Chavez-DeRemer (R-OR) and Brandon Williams (R-NY). With control of both houses of Congress as well as the White House, Republicans will be able to use the budget reconciliation process to pass budget-related legislation via a simple majority. As we reported in our election analysis, budget reconciliation can only be used for legislation that has budgetary impacts, such as next year’s anticipated tax package.

President-Elect Trump also began to announce his nominations for his Cabinet and other key positions, including Administrator of the U.S. Environmental Protection Agency (EPA) and Secretary of Interior. Former New York Congressman Lee Zeldin, if confirmed, will become President Trump’s EPA Administrator. From 2015-2023, Congressman Zeldin represented New York’s First Congressional District, comprised of Suffolk County. Like other coastal communities along the East Coast, Suffolk County’s groundwater supply is threatened by saltwater intrusion, increased demand, and land subsidence, among other issues. President-Elect Trump nominated Doug Burgum, current governor of North Dakota, to be his Secretary of Interior. Governor Burgum is a strong advocate for domestic energy production, which, as a sector, is second only to agriculture in terms of water consumption in the United States. In the coming months, WateReuse will be working with the Trump Transition Team as the incoming administration organizes and fills remaining positions. WateReuse provided recommendations to the Trump Transition Team on November 6.

EPA Releases Latest UCMR 5 Data – PFAS Highlighted

The U.S EPA recently released the latest data set from the fifth Unregulated Contaminant Monitoring Rule (UCMR 5). The sixth quarterly release includes approximately 1.1 million sample results for 7,237 public water systems. UCMR 5 was issued in 2021, requiring public water systems to sample for 29 per- and polyfluoroalkyl substances (PFAS) and lithium in drinking water from 2023 until 2025. With the latest release, data collection operations are just over halfway complete for UCMR 5. The data will be used to better characterize PFAS and lithium in drinking water, informing policy promulgation, management of these contaminants, and actions for the future.

CA: Santa Monica Reaches 50 Million Gallon Milestone

WateReuse member City of Santa Monica announced last week that its Sustainable Water Infrastructure Project (SWIP) has reached a milestone of capturing and recycling over 50 million gallons of stormwater and urban runoff since it began operation in 2022. The SWIP, which launched on November 17, 2022, is part of Santa Monica’s strategy to bolster water resiliency. It combines stormwater, dry weather urban runoff treatment, and wastewater recycling to generate up to 1,680 acre-feet per year of purified water—equivalent to about 10 percent of the city’s total demand.
