Countdown to Water Week

The Fly-In is presented by the WateReuse Association, the National Association of Clean Water Agencies (NACWA), the Water Environment Federation (WEF), and The Water Research Foundation (WRF).

House Passes Regulatory Reform Bill, Extending NPDES Permit Period

Earlier this month, the House passed a regulatory reform package that includes a range of bills passed earlier by the House Transportation and Infrastructure Committee. One portion of the package would protect holders of National Pollutant Discharge Elimination System (NPDES) permits from liability for pollutant discharges that are not outlined in their permit, provided certain conditions are met. The package also includes a bipartisan amendment, offered by Representatives John Garamendi (D-CA) and Garret Graves (R-LA), to extend NPDES permit terms from a maximum of 5 years to a maximum of 10 years. WateReuse Association supported the adoption of the Garamendi-Graves amendment. The package passed the House on a nearly party-line vote and is not expected to pass in the Senate.

US EPA Releases Annual WIFIA Report, Six WateReuse Member Projects Funded

Last week, the U.S. EPA issued an Annual Report and Interactive Story Map detailing the recent success of the Water Infrastructure Finance and Innovation Act (WIFIA) Program. As of December 2023, EPA has closed 120 WIFIA loans. This funding has supported 400 million gallons per day of water recycling and recharge for beneficial use. In 2023, six WateReuse member projects were funded, including Polk Regional Water Cooperative’s Alternative Water Supply Program, City of Santa Cruz’s Water Program, San Francisco Public Utilities Commission’s Wastewater Resilience Program, City of Ventura’s Water Pure Program, Monterey One Water’s Groundwater Replenishment Project, and Yucaipa Valley Water District’s Watershed Connect. These six projects alone benefitted from over $1.2 billion in WIFIA funding, served over 1.7 million people, and created more than 6,000 new jobs. The WaterReuse Association congratulates our members on receiving these WIFIA loans. Each year, we work to ensure the WIFIA Program receives robust funding in annual appropriations legislation. We look forward to continuing our work to protect and enhance the program and promoting WIFIA funding opportunities.

WateReuse Meets with US EPA Acting Assistant Administrator

On March 31, the US Environmental Protection Agency’s (EPA) Office of Water held a stakeholder meeting for water and trade associations. This meeting was held by the new Acting Assistant Administrator, Bruno Pigott, who recently took over the Office of Water following the departure of former Assistant Administrator Radhika Fox. The topics covered throughout the discussion included per-and polyfluoroalkyl substances (PFAS), cybersecurity, and EPA’s guidance on the recent U.S. Supreme Court ruling on the County of Maui vs. Hawaii Wildlife, et al case. The Acting Assistant Administrator provided insight into the timeline for new PFAS maximum contaminant levels, anticipating a release near the end of April. EPA’s final guidance on the Maui case is also expected in April or May. The WateReuse Association will be holding a follow-up meeting with Acting Assistant Administrator Pigott later this month.

Ken Kirk (1945 – 2024) A Clean Water Warrior

On March 18, 2024, Ken Kirk, former Executive Director of the National Association of Clean Water Agencies (NACWA), passed away in Santa Fe, New Mexico, his second home. For more than four decades, Ken was a force in clean water advocacy in Washington, D.C., and built the premier trade association representing clean water utilities in the nation’s Capitol. Ken’s passion and commitment toward ensuring federal policy and funding support communities’ efforts to meet the goals of the federal Clean Water Act were unparalleled. He was a mentor, a colleague, and a friend to many young professionals eager to advocate for federal clean water policy, and he will be deeply missed. New Onsite Water Reuse Lessons Learned Guidebook Published

WateReuse member San Francisco Public Utilities Commission recently published a new guidebook sharing lessons in designing, operating, and implementing an onsite water reuse system. The easy-to-read tips are designed to inspire thoughtful choices and process improvements that can be implemented over the life of an onsite water system. The guidebook was developed in collaboration with a practitioners including WateReuse Members Denver Water and Epic Cleantec.

Welcome New WateReuse Member!

The WateReuse Association and WateReuse California welcome T.R. Holliman and Associates. The firm specializes in recycled water master planning, design, construction management, onsite conversions, and operations support. They also provide stormwater planning as well as water use efficiency and sustainability evaluations. T.R. Holliman and Associates’ past success has been built on projects exclusively within Southern California and has worked extensively with regional regulatory agencies, including the Regional Water Quality Control Board and county health agencies in Orange, Riverside, Los Angeles, and San Bernardino counties.

CA: Roseville Makes Waves with Goldfish Water Recycling

In an effort enhance the city's green spaces, WateReuse member City of Roseville, CA announced the Goldfish Water Recycling Program. Residents are invited to participate when they change the water in their aquariums, bringing it to designated recycling facilities located throughout the city. The city’s Environmental Utilities department says the water is "liquid gold" for its rich nutrient content.

CA: US Department of the Interior Announces $9 Million Grant for California Groundwater Banking

A WateReuse Association member, Rancho California Water District, was among several recipients of a Small Storage Projects grant from the US Department of the Interior. The grant provides over $9.1 million for the Pauba Valley Groundwater Banking Project, which is expected to store up to 5,000 acre-feet of excess water for local groundwater recharge for potable and irrigation purposes. This project and others like it will greatly bolster the water supply and resilience of the region.

FL: Tampa Bay Times Charts the History and Future of Regional Reuse

Last week, the Tampa Bay Times published a wide-ranging article outlining the history, drivers, and potential future for water reuse in the region. The Times worked with WateReuse Association and cited interviews with WateReuse members including Hillsborough County Public Utilities Department, Plant City, City of Tampa Water Department, and Pasco County Utilities. Recycled water is deployed extensively throughout the region for non-potable uses such as irrigation and industry, though some providers have faced challenges in reaching full utilization and customer adoption. Under Florida’s SB 64, communities are now working to find additional beneficial uses of recycled water. Discussing the move to potable reuse, Plant City’s Lynn Spivey posed the question: “can we really afford not to do this now?”

OH: New WateReuse Section Makes the News

Earlier this month, WateReuse Association joined with the office of Ohio Governor Mike DeWine and the Ohio Environmental Protection Agency to announce the newest section of WateReuse Association: WateReuse Ohio. The announcement was picked up by local Ohio newspapers, including the Highland County Press and the Pike County News Watchman. “Under Governor DeWine and Lieutenant Governor Husted’s leadership, Ohio is proud to be one of the first Midwest states to bring water utilities together into a formal WateReuse chapter,” Ohio EPA Director, Anne Vogel, said. “This organization will allow for the thoughtful development of water reuse standards and sharing of best practices while protecting our most precious natural resource for future generations of Ohioans.”

TX: City of Austin Incentivizes Non-Potable Reuse with New Initiative

The City of Austin approved a program to increase reclaimed water use for non-drinking purposes on March 7. The GoPurple Program provides new rules and financial incentives for developments to install onsite water reuse systems or connect to the city’s reclaimed water system. Katherine Jashinski, supervising engineer at Austin Water, describes water reuse with an analogy: “Buildings used to not have elevators and eventually that became the norm, so that everyone can have access to the top floors… Those are systems that are mechanical and complex. They’re kind of expensive, but they’re necessary.”

Onsite Water Reuse Summit

April 10 - 11, 2024 | Washington, DC

The National Blue Ribbon Commission for Onsite Non-potable Water Systems (NBRC) is partnering with WateReuse and the U.S. EPA to host a two-day Onsite Water Reuse Summit in Washington DC.

The Summit is a free, in-person event taking place over a day and a half. A fantastic lineup of presentations and panel discussions will explore the integration of science, policy, and operation for the safe and effective implementation of onsite water reuse systems.
