Last week, the U.S. Environmental Protection Agency (U.S. EPA) announced $5.8 billion in state allotments through the Clean Water and Drinking Water State Revolving Fund (SRF) Programs in FY 2024. The funding will be used by the states to provide low-interest loans, grants, and principal forgiveness for water infrastructure projects. Water recycling projects are eligible for funding through both programs.
Out of these allotments, $3.2 billion will be disbursed to states through the Drinking Water SRF Program, of which $800 million will be limited to projects that address contaminants of emerging concern (CECs), including per- and polyfluoroalkyl substances (PFAS). $2.6 billion will be made available through the Clean Water SRF Program, of which $225 million will be reserved for projects that address CECs. The funding announced last week comes from the Infrastructure Investment and Jobs Act of 2021 (IIJA), also known as the Bipartisan Infrastructure Law. Congress is also finalizing annual appropriations legislation for FY 2024, which, when enacted, will provide additional funding for the SRF programs.
