U.S. EPA Announces FY 2024 Allotments for State Revolving Funds

Last week, the U.S. Environmental Protection Agency (U.S. EPA) announced $5.8 billion in state allotments through the Clean Water and Drinking Water State Revolving Fund (SRF) Programs in FY 2024. The funding will be used by the states to provide low-interest loans, grants, and principal forgiveness for water infrastructure projects. Water recycling projects are eligible for funding through both programs.

Out of these allotments, $3.2 billion will be disbursed to states through the Drinking Water SRF Program, of which $800 million will be limited to projects that address contaminants of emerging concern (CECs), including per- and polyfluoroalkyl substances (PFAS). $2.6 billion will be made available through the Clean Water SRF Program, of which $225 million will be reserved for projects that address CECs. You can see a detailed allotment breakdown here.

The funding announced last week comes from the Infrastructure Investment and Jobs Act of 2021 (IIJA), also known as the Bipartisan Infrastructure Law. Congress is also finalizing annual appropriations legislation for FY 2024, which, when enacted, will provide additional funding for the SRF programs.

For more information on how the SRF programs have supported water recycling projects across the country, you can visit EPA’s SRF Public Portal or view EPA’s summary report.

Are Traditional Water Quality Test Methods Sufficient? Learn About Bioanalytical Screening Tools at WateReuse 2024 Symposium

Ground, surface, and wastewater can contain a complex mixture of pesticides, pharmaceuticals, industrial compounds, and personal-care products. This presents a challenge for traditional water quality evaluation methods which look at individual contaminants. Real world exposure generally occurs as mixtures of different chemical compounds. Bioanalytical screening tools such as cell-based assays make it possible to evaluate the risks posed by complex chemical mixtures, unknown contaminants, and contaminants of emerging concern. AZ: Scottsdale Pioneers Drinking-Quality Reuse

ABC 15 in Arizona visited the Scottsdale Water campus and summarized the city's use of recycled water for irrigation and groundwater recharge. The story also forecasts the possible future for the direct supply of advanced purified recycled water into Scottsdale's drinking water system. "We process this water to be injected in our groundwater, so we recharge our groundwater with water processed through here. We don't mind groundwater in Scottsdale. We put more water in the ground than we take out and we've done that since 2006," said Scottsdale Water's Executive Director, Brian Biesemeyer.

Florida Webcast: Exploring Funding Opportunities for Reuse

February 27, 2024
11 am PT | 2 pm ET (1.5 hours)
Free to WateReuse Members

As pressure continues to build on our water resources and inflation continues to climb there is a need to further implement the cost-effective use of recycled water. In Florida, regulations such as the state's SB 64 requirement for beneficial reuse, watershed nutrient limits, elimination of ocean outfalls, and limitations on our traditional sources of drinking water are driving our industry to implement solutions quickly that are more expensive than traditional reclaimed water projects. This has driven a demand on State and Federal agency funding. Join our expert panel to learn about a multitude of available funding sources available to municipalities east of the Mississippi. Topics include the application process and what to expect when awarded.
