Last week, WateReuse delivered a letter to the Biden Administration outlining recommendations for the President's FY 2024 Budget Request, which is expected in the first half of 2023. In our letter, we urge the Administration to request full funding for the Alternative Water Source Grants Pilot Program, which WateReuse helped authorize in the Infrastructure Investment and Jobs Act of 2021 (IIJA). We also urge the Administration to request discretionary funding for the Title XVI-WIIN Water Reuse Grants Program and the Desalination and Water Purification Grants Program. Any discretionary funding for these two programs would come on top of the direct appropriations provided by the IIJA. In addition to highlighting critical water recycling programs, we also encouraged the Administration to express strong support for the National Water Reuse Action Plan and the Water Reuse Interagency Working Group, which WateReuse helped create. Each year, the Administration begins the annual appropriations cycle by issuing a budget request. Congress then drafts appropriations bills that may or may not align with the request. Congress is currently finalizing FY 2023 appropriations, which we anticipate will include first-time funding for the Alternative Water Source Grants Pilot Program as well as robust funding for Title XVI-WIIN and desalination grants.
