Washington Update
House Passes 2024 Water Resources Development Act

Last week, the U.S. House of Representatives passed the biennial 2024 Water Resources Development Act (WRDA). The bill adds water supply as a primary mission of the Army Corps of Engineers alongside the existing missions of supporting commercial navigation, restoring aquatic ecosystems, and mitigating flood risk. The addition of water supply as an Army Corps mission area would likely lead to more Corps involvement with water reuse, recharge, and reclamation projects. The Senate version of WRDA 2024, which passed out of the Committee on Environment and Public Works in May, does not include the provision adding water supply as a new Corps mission area. WateReuse will be meeting with House Committee staff tomorrow to discuss the proposed modification and its implications for water recycling.

Clean Water Services CEO, Diane Taniguchi-Dennis, Elected to WateReuse Board of Directors

Clean Water Services (CWS) Chief Executive Officer, Diane Taniguchi-Dennis, was recently elected by the WateReuse Association membership to serve on the Board of Directors. She manages the day-to-day operations of CWS, a utility that provides wastewater and stormwater services to more than 600,000 customers in urban Washington County, Oregon.

Ms. Taniguchi-Dennis is passionate about creating sustainable and livable communities by finding collaborative water resources solutions to leverage new opportunities for the region and local communities. Diane is nationally recognized as a water leader serving on the Boards of Directors for the National Association of Clean Water Agencies and Willamette Partnership. She is also part of the Research Advisory Committee for the Water Research Foundation.

Welcome New WateReuse Member!

The WateReuse Association and WateReuse Colorado welcome the Parker Water & Sanitation District (PWSD). Established in 1962, PWSD currently serves approximately 21,000 in the southeastern Denver-Metro area and anticipates serving 35,000 by 2024. Their vision is to sustain life for our community by providing a growing population with secure, long-term, and high-quality water and wastewater service. Through the construction of the Rueter-Hess Reservoir, utilizing the Rueter-Hess Water Purification Facility, collaborative partnerships, and the development of the Platte Valley Water Partnership, PWSD is determined to continue meeting demands by developing the necessary renewable infrastructure to acquire, treat, store, and distribute water to all customers today and into the future.

AZ: Scottsdale Leads Charge toward Advanced Water Purification

For the past decade, Scottsdale Water has been leading the charge for potable reuse in Arizona. The Arizona Department of Environmental Quality (ADEQ) recently released the draft rule for the state’s Advanced Water Purification Program, which means that Scottsdale could begin piping water directly to homes as soon as mid-2026. In 2019, the Advanced Water Treatment Facility at the Scottsdale Water Campus became the first permanent water treatment facility permitted by ADEQ.

FL: Miami-Dade Contracts Black & Veatch to Expand Reuse Program

The Miami-Dade Water and Sewer Department (WASD) recently selected Black & Veatch to provide design and engineering services to update its three wastewater treatment plants. As part of this contract, Black & Veatch will support WASD as they implement processes to reuse 60 percent of its wastewater to meet the state of Florida’s Ocean Outfall Legislation requirements. The legislation requires that utilities in Southeast Florida eliminate the daily use of ocean outfalls by the end of 2025, reduce nutrient discharges, and implement a reuse system that is technically and economically feasible.

Webcast: A Framework for Permitting Innovation in the Wastewater Sector to Support Water Reuse

This webcast, entitled A Framework for Permitting Innovation in the Wastewater Sector to Support Water Reuse, and co-hosted by the U.S. EPA, will present the key outcomes of an expert workshop that sought to understand and improve relationships between regulators and wastewater utility managers seeking to implement innovative solutions. Participants will learn about a detailed framework for permitting that identifies five characteristics of successful engagement. The webcast will lay out a permitting process that is not a painful hurdle, but rather an opportunity for mutual creativity between regulators, regulated entities, and the engaged public. Webcast participants will learn about how this framework can be applied to their unique circumstances, while learning about future work from the EPA and others regarding innovation, and how it can be better facilitated through permitting.

The webcast will focus on project 5262, Developing a Coordinated National Research Strategy on Water Reuse, which is designed to synthesize this extensive input to create a prioritized research agenda for the next phase of water reuse project development and operations.
