CA: Carpinteria Valley Water District Approves Construction for Advanced Purification Project

Last week, Carpinteria Valley Water District approved construction contracts for its Advanced Water Purification project which will use recycled water from WateReuse member Carpinteria Sanitary District to replenish its groundwater basin. The project, with an overall estimated cost of $90.7 million, includes construction of a new 12,000 square foot purification facility at the current Sanitary District treatment site, a delivery pipeline, two injection wells, and two monitoring well clusters. Construction is expected to begin this summer. Once complete, the Advanced Water Purification project will produce about 1.3 million gallons per day of recycled water, meeting 25% of local water needs and reducing reliance on outside sources, which currently provide 80% of Carpinteria’s supply.

PNW: Portland UV Disinfection Facility Marks 23 Years and 100 Validations

This month, Water Online highlighted the Portland UV Disinfection Validation Facility – the only facility of its kind in the United States and one of four worldwide –established in collaboration with WateReuse member Carollo Engineers. The facility has contributed to innovations driving potable reuse forward: it helped establish UV dose values for 6-log pathogen inactivation for potable reuse and is meeting increasing demand for UV validation for direct potable reuse applications. As of June 2025, it had completed 100 validations of commercial UV reactors from 17 international UV system manufacturers for various applications including reuse. The facility was created by Carollo in partnership with the Portland Water Bureau in response to the U.S. EPA’s 2003 draft UV Disinfection Guidance Manual.

Executive Director Bruno Pigott Shares His Vision in Smart Water Magazine

Six months after joining the WateReuse Association as Executive Director, Bruno Pigott shared his vision for the organization with Smart Water Magazine. Pigott emphasized the importance of knowledge-sharing among leaders from across the public and private sectors and new technologies as key drivers of growth for water reuse, and outlined WateReuse’s current strategic efforts to engage, educate, and advocate for wider adoption across municipalities, the private sector, and the federal government. As a seasoned public official, Pigott shared his plan to leverage his policy expertise to advocate for water reuse as a viable, cost-effective, and shovel-ready solution. “Water reuse is going to be one of the most impactful tools in our global effort to protect precious water supplies, react to a changing climate, and provide clean and safe water for the next century,” he shared.

Xylem Report Advocates Reuse as a Solution to Projected Increase in AI Water Demand

This month, WateReuse member Xylem released a report in collaboration with Global Water Intelligence finding that water demand across the AI value chain is set to increase by 129% by 2050, proposing water reuse as a solution to offset growing demand. The report projects that the accelerated infrastructure buildout driven by surging investment in AI will drive 30 trillion liters of water demand annually across power generation, semiconductor fabrication, and data center expansion. “AI is placing new demands on water supplies, but many of the tools needed to address the challenge already exist,” said Xylem CEO and President Matthew Pine. “Advanced treatment technologies, for example, allow us to recycle water rather than waste it.”
