Washington Update
Action Alert: Help Needed to Secure Cosponsors for Water Reuse Bill 

Water reuse has the potential to unleash opportunity and efficiency for U.S. manufacturing, data centers, and other industrial entities. WateReuse Association has worked with bipartisan cosponsors in the House of Representatives to introduce H.R. 2940, the Advancing Water Reuse Act, which would establish a 30 percent tax credit to help industrial entities scale up their use of recycled water. The original cosponsors for the act have circulated a “Dear Colleague” letter, urging their fellow representatives to join as cosponsors of the bill. In conjunction with the Dear Colleague letter from the bill’s champions, we are asking WateReuse members to contact their representatives and urge them to cosponsor the Advancing Water Reuse Act in the U.S. House of Representatives.  

How to Help: 

  • Update and send our House template letter to congressional staff for your representatives and urge them to sign on to the legislation. It is best to email the DC-based tax staff for the congressional office while also cc’ing your in-district / in-state contact. If you need help identifying the right staff person and contact information, please contact Greg Fogel at gfogel@watereuse.org or 805-570-3038. 
  • If you’d prefer to make a phone call, call the Capitol switchboard at (202) 224-3121 to reach your representatives. Ask for the staffer who handles tax issues, describe the bill and its relevance to the state/district, and make the ask. 
  • Point your representative to the Dear Colleague letter being circulated by the bill’s original cosponsors.

Welcome New WateReuse Member!

The WateReuse Association and WateReuse Mid-Atlantic welcome Spotsylvania County. Located in Northern Virginia, Spotsylvania’s water utility operates three wastewater treatment plants and two water treatment plants, serving approximately 100,000 residents.

CA: Pure Water Monterey Celebrates Major Expansion 

Last week, Monterey One Water celebrated the completion of the Pure Water Monterey Expansion, which will increase daily recycled water capacity to 7.6 million gallons and provide a significant portion of the peninsula's water needs. The project was supported by a $76 million Water Infrastructure Finance and Innovation Act (WIFIA) loan. WateReuse Association Executive Director Bruno Pigott, Monterey mayor Tyller Williamson, Congressman Jimmy Panetta and other water leaders spoke at the ceremony held on Thursday, October 2. The ceremony marked the completion of a three-year construction period on the project which will augment Monterey One Water’s replenishment of the Seaside Groundwater Basin.

CA: Carpinteria Advanced Purification Project to Begin Construction Next Year 

Last week, General Manager of Carpinteria Sanitary District Craig Murray published an op ed in local outlet Coastal View outlining the drivers and benefits of the ongoing Carpinteria Advanced Purification Project. Construction is set to begin in 2026 on the indirect potable reuse project which will replenish groundwater in the region with an anticipated capacity of over one million gallons per day. Murray outlines the treatment train of the project, which will entail microfiltration, reverse osmosis, and advanced oxidation and entail construction of a new pipeline routing to two new injection wells in the area. The project, which has been underway since 2016, is currently in the bidding process.

International Update
Mexico Launches New Water Reuse Project in Baja California 

Last week, Mexico Business News reported a new water reuse project as part of an international agreement with the United States addressing sanitation of the Tijuana River and the region’s shared dependence with the U.S. on the Colorado River for water supply. The project will include rehabilitating two wastewater treatment plants and building a conveyance system to route effluent to the Abelardo L. Rodriguez Dam. Its capacity is estimated to be 720 liters per second, or nearly 23,000 gallons per day. The collaboration is based on Minute 328 for the Sanitation of the Tijuana River, an agreement established between Mexico and the U.S. via the International Boundary and Water Commission.
