Washington Update
Take Action: Urge Your Senators and Representatives to Help Lead the Advancing Water Reuse Act

Earlier this year, U.S. Representatives Darin LaHood (R-IL), Claudia Tenney (R-NY), Linda Sanchez (D-CA), and Brad Schneider (D-IL) introduced H.R. 2940, the Advancing Water Reuse Act, which would establish a 30 percent investment tax credit (ITC) to help manufacturers, data centers, and other industrial entities scale up their use of recycled water. The legislation will create opportunities for businesses to expand operations and grow jobs while also protecting local water resources. Our aim is to integrate the ITC into this year’s tax legislation; but time is short—Congress is actively debating which tax provisions will be enacted this year and which will not. We need your help today!

Senate Committee Recommends Confirmation of Nominee to Lead Army Civil Works

Last week, the U.S. Senate Committee on Environment and Public Works (EPW) voted to recommend confirmation of Adam Telle to be Assistant Secretary of the Army for Civil Works. Telle is currently Chief of Staff to Senator Bill Hagerty (R-TN) and served within the White House Office of Congressional Affairs during the first-term Trump Administration. If confirmed by the full Senate, Telle would have oversight over the U.S. Army Corps of Engineers. In the latest Water Resource Development Act (WRDA), enacted in 2024, Congress added water supply as a focus area for the Army Corps alongside flood control, navigation, ecosystem restoration and other missions. The Army Corps is in the process of determining how it will interpret and implement this new direction from Congress.

AZ: Brian Biesemeyer to Address Reuse at Water Finance Conference

When Arizona adopted its Advanced Water Purification rules in March, communities across the arid state gained one more tool to achieve water sustainability. WateReuse Association Interim Executive Director Brian Biesemeyer will address the essential role of water reuse during a panel at the Water Finance Conference in Scottsdale, AZ. Biesemeyer will join a panel on Western Water Challenges & How to Solve Them, moderated by Greg Baird of WateReuse member Black & Veatch. The conference runs from August 5-6, with the panel conversation taking place at 10:45 on the 6th.

UT: Utah Community’s Water Reuse Featured on National Radio

WateReuse member Washington County Water Conservancy District (St. George, Utah) was featured as part of NPR’s Climate Solutions Week reporting. The story highlights the community’s booming population and the water reuse project it is building in response. NPR’s report also zooms out to explain the state of water reuse in the West, featuring WateReuse members Clark County Water Reclamation District (Nevada), and Stanford University’s Water in the West researcher Newsha Ajami (California). "If you want to know the true value of water, that occurs when the well goes dry," says Washington County Water Conservancy District General Manager, Zach Renstrom.

Industrial Update
Amazon Announces Major Expansion of Water Reuse

Last week, WateReuse Coalition for Water Recycling member Amazon Web Services announced an expansion of water reuse. The company plans to use recycled water at more than 120 locations in states and counties with data center operations by 2030. The company expects the move to preserve over 530 million gallons of drinking water supply in communities throughout the U.S. Amazon Web Services has pledged to be “water positive” by 2030, and now says that they are more than halfway toward that ambitious goal. “Amazon is not only preserving precious drinking water supplies for communities but also demonstrating that water reuse is a viable, sustainable solution for water-intensive industries,” says WateReuse Association Interim Executive Director Brian Biesemeyer in a story by Geekwire.
