Industrial Water Solutions: Call for Content

Submission Deadline: March 24, 2025

Water is the fuel of the new economy. The Industrial Water Solutions conference, June 23-25 in Columbus, Ohio, will bring together business and utility leaders for knowledge-sharing, networking, and collaboration, illuminating how industry can work with utilities to advance water reuse and build markets for resource recovery.

WateReuse Association and the Water Environment Federation are seeking your submissions of 25-minute presentations, 55-minute panels, and 15-minute TEDx-style Lightning Round presentations. Showcase initiatives, case studies, research, or other solutions that explore the latest technological advancements and sustainable practices designed to optimize water use, enhance efficiency, and address critical challenges across vital industrial sectors including agriculture; automotive; chip & semiconductor manufacturing, data centers; commercial & recreational; cosmetics; energy sectors; food & beverage; mining; pharmaceuticals; pulp & paper; and textiles.

Water Reuse Action Plan Celebrates Five Years!

Last week marked the fifth anniversary of the National Water Reuse Action Plan (WRAP). The U.S. Environmental Protection Agency (EPA) created the WRAP in partnership with other federal agencies, the WateReuse Association, and stakeholders from across the country. Three members of the Trump Administration’s cabinet—EPA Administrator Andrew Wheeler, U.S. Secretary of the Interior David Bernhardt, and U.S. Secretary of Agriculture Sonny Perdue—participated in the launch event on February 27, 2020. Since then, the WRAP has grown to include over 150 partners collaborating across 100 actions aimed at accelerating the adoption of water reuse across the country.

Over the past five years, WRAP partners have created powerful tools including a tracker of state and international regulatory approaches, connected utilities and communities with funding opportunities and technical assistance providers, published a library of water reuse communications materials, and much more. WateReuse Association looks forward to continuing our work with EPA and WRAP partners to scale up water recycling as a multi-benefit tool.

Administration Update: Executive Actions on Federal Regulations and Reductions in Force and Functions

Late last month, the Trump Administration took two wide-ranging actions aimed at reducing the number of federal regulations, program areas, and personnel. In an Executive Order (EO) dated February 19, 2025, the President directed federal agency heads, in coordination with the Department of Government Efficiency and the Office of Management and Budget (OMB), to identify and report federal regulations deemed to be unconstitutional, harmful to national interests, of questionable statutory authority, posing unjustified costs on private parties for public benefit, imposing outsized burden on small businesses or entrepreneurship, or unlawful delegations of power. The EO does not limit the review to any particular set of federal agencies or regulations. Once agencies develop their lists, agency heads will work with OMB to develop a timeline for rescinding or modifying the identified regulations.

On February 26, OMB and the Office of Personnel Management (OPM) released a Memorandum directing federal agencies to develop Agency Reduction in Force and Reorganization Plans (AARPs). The AARPs are to be submitted for review in two phases. In the first phase every agency is to submit an ARRP to OMB and OPM by March 13, outlining proposed reductions in force and focusing on agency functions that are not statutorily mandated. WateReuse will monitor the implications of this directive for its impact on programs related to water reuse and urge the Administration to preserve support. 

The second phase requires the submission of an AARP that lays out a path to reorganization, a review of personnel data and performance reviews, lists of areas for large-scale reductions in force, office relocations, descriptions of programs not to be impacted by the reductions in force and respective justifications, and an implementation timeline. The Memorandum also includes a sample Reduction in Force timeline in Appendix 1. Phase 2 is due to OMB and OPM by April 14, 2025.

EPA Announces Administrator for Largest EPA Region

On February 24, U.S. Environmental Protection Agency (EPA) Administrator Lee Zeldin announced Kevin McOmber as EPA Regional Administrator for Region 4. McOmber will oversee the largest EPA Region covering Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, and six regional tribes, serving approximately 63 million people. McOmber’s background includes nearly forty years of work in environmental planning and water management, previously holding roles with CPL, City of Suwanee, Georgia, Gwinnett County Water & Sewerage Authority, and the American Council of Engineering Companies.

TX: El Paso Water Breaks Ground on Direct Potable Reuse Facility

On Thursday, WateReuse member El Paso Water celebrated the groundbreaking of its cutting-edge Pure Water Center. The facility will use a robust treatment process to convert recycled water into high-quality drinking water, which will be distributed directly to customers, the first of its kind in the United States. Project completion is expected by 2028, with the plant expected to supply up to 10 million gallons per day of safe, reliable, and sustainable water.

WateReuse Association's President, Bart Weiss, and Executive Director, Patricia Sinicropi, participated in the groundbreaking ceremony, drawing attention to the national significance of the Pure Water Center. "This is an exciting advancement in water recycling," Sinicropi said, "I'm looking forward to returning to El Paso to celebrate the system's completion." Other WateReuse members involved in the design and construction of the Pure Water Center include Carollo Engineers, PCL Construction, and Sundt Construction.

Christina Montoya-Halter, President of WateReuse Texas and Communications and Marketing Manager at El Paso Water Utilities, was instrumental in organizing the groundbreaking as well as a Future of Water Reuse Forum on Friday. “I’m grateful for our hard working communications team who pulled off these events, and for being a part of such an amazing and forward thinking utility,” she said.

“After years of planning, design and thousands of water-quality tests, we are excited to begin construction on the Pure Water Center,” El Paso Water President and CEO John Balliew said.

CA: West Basin Expands Water Reuse Capacity

WateReuse member West Basin Municipal Water District – a wholesale water agency that serves nearly one million people in Los Angeles County – has announced a major milestone in water recycling with the completion of the Phase II Expansion Project at the Juanita Millender-McDonald Carson Regional Water Recycling Plant. This project includes the installation of a Custom Engineered Membrane Filtration system, significantly increasing the plant’s capacity and reinforcing the District’s commitment to innovative water solutions. The system can process nearly six million gallons of recycled water per day, ensuring a reliable supply of treated water for industrial use.
