Advanced registration for the 2025 WateReuse Symposium, March 16-19 in Tampa, FL ends in two weeks! After March 11, all registrations will be processed at the onsite registration rate of $1,600 for WateReuse Association members and $1,900 for non-members. Learn from the True Water Nerds: Poster Sessions at the 2025 WateReuse Symposium 

The world’s leading researchers and experts will present new findings and information during poster sessions at the 2025 WateReuse Symposium. Presenters hail from institutions including the University of South Florida, Southern Nevada Water Authority, the U.S. Army Corps of Engineers, the National Alliance for Water Innovation, and many more. The posters will be on display Monday and Tuesday of the Symposium, with a different set of experts scheduled to answer questions at their poster during each networking break. WateReuse and Partners Brief Congress on Water Policy 

Last week, WateReuse Association Policy Director Greg Fogel joined water sector association partners in briefing congressional staff on water, wastewater, and water reuse policy. The panelists included representatives from the National Association of Clean Water Agencies (NACWA), National Association of Water Companies (NAWC), American Water Works Association (AWWA), and Association of Metropolitan Water Agencies (AMWA). During the briefing, Fogel provided background on the Infrastructure Investment and Jobs Act of 2021 (IIJA), including policies that modified, created, and funded water reuse programs administered by the Bureau of Reclamation and U.S. Environmental Protection Agency. Fogel discussed the authorization of the Federal Interagency Working Group on Water Reuse, the supplemental investment into the Title XVI Water Reuse Grants Program and the Clean Water and Drinkng Water State Revolving Fund Programs, and the creation of the Large-Scale Water Reuse Projects Competitive Grants Program. He emphasized the need to renew funding for these programs as we approach the expiration of the IIJA. The briefing was held in the Senate Environment and Public Works Committee Room. WateReuse thanks AWWA for its role in spearheading and organizing the briefing. 

WateReuse Delivers Letters Urging Robust Funding in FY 2025 

As Congress barrels toward the upcoming March 14 expiration of the current federal funding extension, WateReuse continues to advocate for robust funding for key water recycling grant and loan programs. Last week, we delivered a letter to Congress from WateReuse and sections representing 15 states, urging House and Senate appropriators to fund the Pilot Program for Alternative Water Source Grants in FY 2025. We also joined two letters — one to Congress, and another to the U.S. Environmental Protection Agency — urging full funding for the Clean Water and Drinking Water State Revolving Fund Programs. WateReuse remains in active communication with House and Senate appropriators and key congressional champions as we approach the March 14 deadline.  

U.S. Senate Advances Budget Resolution 

Late last week, the U.S. Senate passed a budget resolution that includes budget reconciliation instructions directing the development of legislation to increase spending on border security and national defense. The budget resolution passed 52-48 with Senator Rand Paul (R-KY) joining all 47 Democrats in opposition. As we reported in last week’s newsletter, the Senate resolution does not include reconciliation instructions to the Finance Committee to develop legislation extending the 2017 Tax Cuts and Jobs Act, despite President Trump’s stated preference for a single package that contains defense, border security, tax cuts, and other priorities. Senate Budget Committee Chair Lindsey Graham (R-SC) stated on the Senate floor last week that the Senate resolution should be seen as a backup plan, should the House not succeed in passing a single, unified package.  

The House Budget Committee passed its version of the budget resolution earlier this month, and the full House is expected to take it up this week. WateReuse has been working since early last year to secure a federal investment tax credit (ITC) to help scale up the use of recycled water by manufacturers, data centers, and other industrial entities. We continue to push for the ITC to be included in the upcoming reconciliation package. US EPA Announces WIFIA Funding for Potable Reuse Project in Utah 

Last week, the U.S. Environmental Protection Agency announced a $110 million loan to the Weber Basin Water Conservancy District (WBWD) in Utah through the Water Infrastructure and Finance Innovation Act (WIFIA) Program. The WBWD will use the WIFIA loan to invest in water reuse, storage, and transmission construction to increase the resilience of water supply to 5 counties, bolstering supplies to 700,000 people, while also supporting the creation of local jobs. WateReuse works each year to defend and enhance funding for the WIFIA program through the annual appropriations process.

FL: Statewide Potable Reuse Rules Take Effect This Week 

This Wednesday, February 26, the Florida Department of Environmental Protection (FDEP) will officially adopt new statewide rules governing both direct and indirect potable reuse. The adoption of FDEP’s potable reuse rules marks the culmination of a journey that began more than six years ago with the formation of the state’s Potable Reuse Commission. WateReuse Florida (WRFL) has been integral to every step of the process. WRFL also announced its annual Water Reuse Week, May 18-24, 2025. This year’s WateReuse Symposium, March 16-19 in Tampa, and the statewide Water Reuse Week in May will both feature celebrations of this momentous state regulatory milestone. 

FL: Clay County Cuts Ribbon on Advanced Reclaimed Water Demonstration Facility 

WateReuse member Clay County Utility Authority, with support from WateReuse member Carollo Engineers, celebrated the opening of Project Quench last week. This innovative demonstration facility showcases how reclaimed water is safely transformed into drinking water using advanced purification technologies. Beyond testing the treatment system, Project Quench provides an important platform for CCUA to train operations staff on the latest technology. Public tours are now available upon request to demonstrate CCUA’s commitment to providing safe, reliable, and sustainable water supplies for future generations.

ID: Nampa Mayor Explains the Value of Water and Promotes Tax Credits for Water Reuse 

Last week, Idaho Press published a guest commentary from City of Nampa’s mayor, Debbie Kling. Kling explains the history of water investments in Nampa, a region that was once “a desert filled with sagebrush,” and highlights current drought conditions across 42% of the state. In addition to irrigation, Mayor Kling writes in support of industrial water reuse: "It’s my hope that our Congressional leaders will use upcoming tax legislation to spark more water reuse through sensible investment tax credits to support the scaling up of industrial water recycling,” Kling says. “If national leaders look to the future, we can ensure local economic development and water resource protection go hand-in-hand and benefit our communities for generations."

TX: Texas House Committee Publishes Report on Expanding Water Reuse Opportunities 

Last September, WateReuse Texas’ (WRTX) president Christina Montoya-Halter testified at the Texas House Natural Resources Committee hearing addressing water reuse-related interim charges. WRTX members Austin Water, National Wildlife Federation, Texas Water Trade, and others also gave testimony. In January, the committee followed up with a report which includes several recommendations from the WRTX testimony. These include ensuring sufficient specialized staff to support policy implementation and determining the need for regulatory guidance on some of Texas communities’ more innovative water reuse strategies. 

WRTX will continue to advocate for these recommendations and other water reuse priorities during the 2025 Texas legislative session. This session is shaping up to be very focused on water and will likely include a sustainable water funding bill proposed by Senator Charles Perry (Lubbock).
