Washington Update
White House Rescinds Memo on Federal Funding Freeze

Over the last two weeks, the White House has issued a series of executive orders and subsequent memoranda regarding funding freezes and other important matters. WateReuse Association recognizes that the rapid release of multiple—and sometimes conflicting—directives has created confusion across the country, including across national and local media outlets. On Thursday, the White House rescinded the implementation guidance that it had circulated to heads of federal departments and agencies; however, it clarified that President Trump’s recent executive orders remain in effect. This includes the President’s executive order entitled Unleashing American Energy, which directs federal departments and agencies to freeze a subset of federal programs pending review. Meanwhile, a federal judge in Rhode Island was poised to grant an injunction against the freeze.

It is our interpretation that water reuse programs administered by the Bureau of Reclamation, U.S. Environmental Protection Agency (EPA), and other federal departments and agencies will not be frozen under President Trump’s recent executive orders. We do, however, expect federal agencies and departments to be reviewing all programs to ensure alignment with the President’s priorities. This review may cause delays in the execution of agreements, disbursement of funds, and general implementation of programs.

US EPA Administrator and Interior Secretary Confirmed

On Wednesday of last week Lee Zeldin was sworn in as the 17th Administrator of the U.S. Environmental Protection Agency (EPA). Zeldin spent three years in the New York State Senate and served in the U.S. House of Representatives from 2015 until 2023. Zeldin’s eight years in Congress included work on water-related issues such as PFAS in drinking water. On Thursday, the Senate also voted 79-18 to confirm former North Dakota Governor Doug Burgum as Interior Secretary. The WateReuse Association congratulates Administrator Zeldin and Secretary Burgum and looks forward to working with them to advance water recycling across the country.

A Sneak Preview into Tucson Water’s Plans for Advanced Water Purification

This Friday, February 7, join us for a webcast with Tucson Water to hear how the city is planning to capitalize on Arizona’s most recent advancement in water efficiency. CA: 2025 WateReuse California Conference Updates Event Dates

Due to the growing size WateReuse California’s Annual Conference, WateReuse California has shifted this year’s conference dates from September 7-9 to September 21-23, 2025, at the Town and Country Resort in San Diego. This adjustment allows the conference to accommodate the increased number of attendees and ensures adequate space for the event’s many technical sessions, panels, and networking events. CA: State Board Updates WateReuse California on Onsite Reuse Rulemaking

Earlier this month, Sherly Rosilela, Senior Water Resource Engineer for California’s State Water Resources Control Board provided a presentation to the WateReuse California Legislative-Regulatory Committee about the state’s progress toward onsite water reuse rulemaking.

California’s Senate Bill 966 (Weiner, 2018) requires jurisdictions that wish to establish an onsite reuse program to first adopt a local ordinance. SB 966 also requires local jurisdictions that do not provide water or sewer services to consult with agencies providing these services within the jurisdiction boundaries to ensure there are no adverse impacts to the sewer collection system, planned recycled water projects, or receiving waters.

Ms. Rosilela shared that the rulemaking process will kick off in late March 2025, beginning with a minimum 45-day comment period. WateReuse California will remain engaged on this issue to advocate for effective standards that promote onsite reuse where appropriate and protect municipal wastewater and recycled water operations.

NV: Members Convene for Fifth Annual WateReuse Nevada Symposium

Last Monday, 75 WateReuse members from across Nevada and beyond convened in Reno for the fifth annual WateReuse Nevada Symposium. The meeting kicked off with introductions from WateReuse Nevada President Keli Callahan (Stantec) and WateReuse Association Executive Director Patricia Sinicropi, and a keynote from Melanie Mow Schumacher, General Manager of Soquel Creek Water District in California, about her community’s successful Pure Water Soquel project.

The day-long event also included presentations from leading researchers and practitioners focused on water reuse in Nevada, as well as case studies from Arizona, Utah, and Colorado. Thank you to all the participants and a special thank you to the event’s sponsors:

Onsite Reuse Update
BILD Decentralized Reuse Kick-Off Meeting Changed to Virtual Format

Building Infrastructure Locally for Decentralized Water Systems (BILD) is a collaborative global community of over 130 water experts working to uncover opportunities, advance implementation, and spread transformative solutions related to decentralized water systems to support the efficient use and reuse of water.

To enable greater global participation, BILD is moving its inaugural meeting, previously in-person in Denver, to a virtual format. The virtual kick-off meeting is March 5, 2025 from 8 am -10 am PT (11 am – 1 pm ET).  BILD plans to hold subsequent virtual meetings on four impact areas and an in-person meeting late summer/early fall 2025.

Hard Reset Features Onsite Reuse in Residential Buildings

WateReuse member Epic Cleantec was featured in a half-hour episode of Freethink’s web series Hard Reset. The episode features visits to two Epic Cleantec projects in California: the Fifteen Fifty apartment building in San Francisco and the Waldorf Astoria in Beverly Hills. The video compares onsite or district-scale water reuse to electrical microgrid systems, highlighting the resilience of distributed approaches.

Blog Spotlight: Bridging the Data Gap – Digital and Physical Twins to Advance Water Reuse Operations

WateReuse Association partnered with the National Alliance for Water Innovation (NAWI) in 2024 to publish an article exploring the value of digital and physical process twins in water reuse operations. The article focuses on research conducted by NAWI and researchers at the University of California, Irvine. “By leveraging the strengths of both digital and physical twins, we can create a comprehensive model that accurately reflects real-world conditions. This enables us to optimize processes in ways that were previously unimaginable, ensuring that water reuse facilities can operate more sustainably and cost-effectively," says Diego Rosso, Professor of Civil and Environmental Engineering at UC Irvine.
