WateReuse Urges Funding Recommendations to Key Appropriators

Last week, the WateReuse Association delivered a letter to leaders of the House and Senate Interior and Environment Appropriations Subcommittees, urging them to include funding for the Pilot Program for Alternative Water Source Grants in final FY 2025 appropriations legislation. If funded, the Pilot Program would become the first nationwide program dedicated to advancing water reuse across the country.

The House and Senate Appropriations Committees passed their respective FY 2025 funding bills earlier this year. House and Senate appropriators are reviewing their two different versions of the legislation and racing to make final decisions before their upcoming December 20 deadline. As a reminder, House appropriations legislation for FY 2025 protects funding for the Title XVI Water Reuse Grants Program and includes first-time funding for the Pilot Program for Alternative Water Source Grants but proposes deep cuts to the Clean Water and Drinking Water State Revolving Fund (SRF) Programs. In contrast, the Senate version of the legislation protects funding for the SRF Programs but excludes funding for the Pilot Program for Alternative Water Source

WaterReuse Association Joins WRAP Action on Mississippi River States

In 2020, WateReuse helped launch the National Water Reuse Action Plan (WRAP) in partnership with the U.S. Environmental Protection Agency (EPA). Since then, we have helped develop and implement more than two dozen WRAP actions. WateReuse recently joined a new action, Action 2.20 – Identify Opportunities to Support the Mississippi River Basin States in Advancing Reuse, which is being led by the Water Environment Federation (WEF) in partnership with WateReuse, CDM Smith, the City of Columbus, Consor Engineering, the Illinois Section of AWWA, Minnesota Department of Health, Ohio Environmental Protection Agency, and Wisconsin Department of Natural Resources. Through this action, the partners will work to identify opportunities and challenges to implementing water reuse throughout Minnesota, Wisconsin, Iowa, Indiana, Illinois, Missouri, Ohio, Kentucky, Tennessee, Arkansas, Mississippi, and Louisiana, with a focus on regulatory and economic drivers. WateReuse is proud to remain an active leader and partner on the WRAP as the initiative approaches its five-year anniversary.

EPA Extends Information Collection Period for Clean Watersheds Needs Survey

The U.S EPA’s Clean Watersheds Needs Survey (CWNS) information request deadline has been extended to November 14, 2024. The Clean Watersheds Needs Survey is a regular assessment of water infrastructure throughout the country and is used to inform investments in water infrastructure for the future. WateReuse encourages all eligible members to participate in the survey to help EPA better understand water reuse investment needs. The most recent survey results – a 2022 Survey with results released in May 2024 – demonstrated a definitive need for investment in water reuse across 31 states. This included information from over 30,000 submissions from wastewater, stormwater, non-point source control, and decentralized treatment entities that have current or future projects that meet Clean Water State Revolving Fund eligibility criteria. With Bipartisan Infrastructure Law (BIL) funding set to run out in just a few short years, characterizing the water infrastructure needs of the country and illustrating the importance of further investment in water recycling projects is critical.

EPA Announces FY 2025 State Revolving Fund Allotments

Last week, the U.S. EPA announced preliminary allotments for the Clean Water and Drinking Water State Revolving Fund (SRF) programs for 2025. The funding comes from the Infrastructure Investment and Jobs Act of 2021 (IIJA), also known as the Bipartisan Infrastructure Law (BIL). Discretionary funding through the FY 2025 annual appropriations process, once finalized, will be added on top of the BIL funding. The SRF programs support the development of water reuse projects across the country, with more than $1.5 billion invested in water reuse projects between 2015 and 2023 alone. Congress is currently deciding discretionary funding levels for the SRFs and other programs for FY 2025. The House Interior-Environment Appropriations bill proposes deep cuts to funding for both the Clean Water and Drinking Water SRF programs, while the Senate version of the bill preserves that funding. WateReuse and its members are working diligently to protect discretionary funding for the SRF programs as Congress works to finalize appropriations legislation for the year. Welcome New WateReuse Member!

The WateReuse Association and WateReuse Ohio welcome the Ohio Department of Natural Resources. DNR’s Division of Water Resources manages statewide oversight of dams & levees, floodplains, and the collection and management of data related to the state's water resources. The Division’s Water Inventory and Planning Program is responsible for implementing and enforcing Ohio’s rules, regulations, and contracts related to water supply and water resource development. This is accomplished by executing and administering contracts for the sale of state-owned water stored in federal, state and local reservoirs; registering large capacity water users; and collecting, compiling and disseminating water use data for water resources development, planning and management.

CA: Chargers Training Facility Turns on Recycled Water Irrigation

The Los Angeles Chargers opened a new headquarters and training facility called “The Bolt” this summer in El Segundo, CA. In early October, the facility began using non-potable recycled water from WateReuse member West Basin Municipal Water District to irrigate the natural grass practice fields and other landscaping areas. West Basin recognized the LA Chargers leadership for their commitment to environmental sustainability with a District proclamation presented to the team’s executive staff.

WateReuse Texas recently published a video introducing the public and prospective members to the wide range of projects, advocacy, and education taking place in the state. “The clear message from WateReuse Texas is ‘you are not in this alone,’” says El Paso Water’s Communications & Marketing Manager and current WateReuse Texas President Christina Montoya-Halter. “We are here to support you. We want to help you grow that other resource for your community.”

Join us on November 7, when WateReuse Association will co-host a webcast with the New England Water Environment Association about Water Reuse Practices and Approaches in the Northeast. Water is abundant and droughts are rare in the Northeast United States, so what are the region’s drivers for water recycling? Coastal flooding, sewer overflow, and outdated infrastructure just to name a few. Learn about the history, practices, and challenges of water reuse in the Northeast, including three case studies of successful water recycling projects in the area. The webcast will conclude with a presentation from Seatuck Environmental Association and IMEG – two organizations that were instrumental in crafting & advocating for the Long Island Water Reuse Roadmap & Action Plan. This roadmap is one of the first strategic water reuse plans passed in New England. The webcast takes place at 2:00 pm Eastern Time, 11:00 am Pacific Time.
