Washington Update
The Bureau of Reclamation Announces First-Ever Awardees of Large-Scale Water Recycling Grant Funding

Early last week, the U.S. Bureau of Reclamation announced $179 million to five recipients (via four awards), all of which are WateReuse members. WateReuse congratulates Metropolitan Water District of Southern California, City of Ventura (California), Los Angeles Department of Water and Power, Los Angeles Sanitation, and Washington County Water Conservancy District (Utah) as the first-ever awardees of the Large-Scale Water Recycling Grants Program. The WateReuse Association helped create the program in the Infrastructure Investment and Jobs Act of 2021. Another round of applications for this grant program just closed on May 31 and the final round of submissions will close on November 26.

Funding Opportunity: Large-Scale Water Recycling

Program Description: This Department of the Interior funding is in place to support all phases of establishing large water recycling projects in Bureau of Reclamation states.
Agency: Bureau of Reclamation
Award Type: Grant or Cooperative Agreement
Number of Awards: Between two to ten
Funding Source: Infrastructure Investment and Jobs Act of 2021
Funding: Up to $180 million; Non-Federal Cost Share of 75% or more; Federal funding amount based on 25% of total costs


Eligible Applicants:

  • a state, Indian Tribe, municipality, irrigation district, water district, wastewater district, or other organization with water or power delivery authority;
  • a state, regional, or local authority, the members of which include 1 or more organizations with water or power delivery authority; or
  • an agency established under state law for the joint exercise of powers or a combination of entities described in the above bullets.

Eligible Projects: Planning, design, and construction for water recycling projects that have a total cost of $500 million or more.
Timeline: Rolling Applications; Next Deadline is November 26, 2024

Research Update
The Water Research Foundation Funds Reuse Projects in Major New Project Round

The Water Research Foundation (WRF) is seeking volunteer participants for 26 new research projects funded through WRF's Research Priority Program. Many of these new projects are directly or indirectly related to the practice of water reuse. Utilities and subject matter experts are invited to get involved with these new projects as participating utilities or Project Advisory Committee (PAC) members. Utilities can serve as test facilities, provide samples, respond to surveys, loan equipment, or share staff expertise on research projects of interest. Each project will also have a volunteer PAC, which will oversee the project, providing technical review to ensure the project is scientifically valid and beneficial to the water community. The 2024 PAC application deadline for the funded projects is June 24.

Association Update
WateReuse Association Members Weigh in on Priorities

In May 2024, WateReuse Association invited primary contacts from our nearly 500 member organizations to respond to our annual member survey. Over one fifth of member organizations provided their valuable feedback.

Nine in ten respondents expressed that they were satisfied or very satisfied with WateReuse Association membership. Of the association’s offerings, respondents said they found the greatest value in State & Federal Advocacy and Conferences & Symposia.

Two advocacy priorities rose to the top: “Steadily increasing funding for the Clean Water and Drinking Water State Revolving Funds,” and “limiting adverse impacts of PFAS regulations on water and wastewater utilities.” We also asked respondents to rank which of fourteen reuse-related topics they would like to see covered in our programming. The top-ranking topics were:

  1. Legislative and Regulatory Policy
  2. Potable Reuse
  3. Communication, Education, & Outreach
  4. Implications of Contaminants of Emerging Concern
  5. Technology & Innovation

WateReuse thanks our members for their responses, which are essential for ensuring that we continue to serve your needs and priorities. We will work to ensure that our programs, including the 2025 WateReuse Symposium, March 16-19 in Tampa, FL, address the top-ranking topic areas listed above. We encourage you to submit a presentation on any these topic areas today.

State Updates
Welcome New WateReuse Member!

The WateReuse Association welcomes the Washington County Water Conservancy District. A not-for-profit public agency, the District was established in 1962 to manage the water needs of Washington County, Utah. It is charged with conserving, developing, managing and stabilizing water supplies in an ongoing effort to provide a safe, sustainable water supply for current and future generations. The District is now in planning for a Regional Reuse System to produce around 24,200 AFY of recycled water. The system will create water that can be used in irrigation systems as well as to augment potable water supplies through agricultural exchange and indirect potable reuse.

CA: Pismo Beach Continues Central Coast Blue Project

Central Coast Blue is a planned project involving advanced purification and groundwater injection from municipal effluent supplies in San Luis Obispo County. WateReuse Member City of Pismo Beach plans to maintain the joint powers authority despite the recent withdrawal of two other cities from the plan. “The first and foremost component of this for us is to preserve the option for a future project,” said Pismo Beach city manager Jorge Garcia. “We cannot rely on our existing water sources to meet all of our current and anticipated future needs.”

VA: Water Recycling Pioneer Appoints New Director

WateReuse member Upper Occoquan Service Authority (UOSA) has appointed Brian Steglitz as Executive Director, effective May 13. Steglitz will succeed Bob Angelotti, who will retire in May after over thirty-eight years of service to UOSA. Since 1978, UOSA has augmented Fairfax County’s water supply with purified recycled water. Steglitz is currently the Public Services Area Administrator for the City of Ann Arbor, Michigan, and a lecturer at the University of Michigan, Department of Civil and Environmental Engineering. Steglitz began his career with CH2M Hill, Inc. (now part of WateReuse member Jacobs) in Reston, Virginia.
