Last week, Congress passed a short-term funding extension, known as a continuing resolution (CR), to fund the Federal Government through early next year. The CR sets a deadline of January 19 for four of the twelve annual appropriations bills, including the Energy and Water Appropriations bill, which funds the Bureau of Reclamation; and a deadline of February 2 for the eight other bills, including the Interior-Environment Appropriations bill, which funds the U.S. Environmental Protection Agency (EPA) and its programs. Between now and then, Congress will need to negotiate a final FY 2024 funding package or pass yet another funding extension. We expect the House and Senate will pass individual appropriations bills and small packages of appropriations bills, but that ultimately congressional leaders will need to negotiate a 12-bill omnibus package.
