2026 WateReuse Symposium Technical Track Highlight: Affordability, Economics, and Financing

Join us at the 41st Annual WateReuse Symposium for critical discussions on affordability, economics, and financing. The conference will culminate with a closing panel dedicated to financing strategies for potable reuse projects. Utility leaders will share their expertise, addressing how to build robust community support for significant investments, effectively secure essential funding, articulate the long-term economic benefits, and pioneer innovative approaches to ensure a secure water future for the communities they serve. 

Complementing this high-level session, the Affordability, Economics, and Financing technical track delves deeper, presenting practical strategies for funding both municipal and private sector projects. Attendees will gain key insights, ranging from utility perspectives on forging vital partnerships and developing strategic capital spending plans, to private industry approaches focused on creatively mitigating upfront capital expenditures. This track provides a comprehensive look into the most creative and effective financing solutions driving water innovation today.

Washington Update
EPA Water Reuse Program Completes Move to Office of Wastewater Management 

Last month, the Environmental Protection Agency’s (EPA) Water Reuse team completed its restructuring, making the shift from the Office of Science and Technology to the Office of Wastewater Management. This shift also included doubling the size of the current team, emphasizing the Administration’s commitment to bolstering nation-wide reuse and National Water Reuse Action Plan efforts. The Office of Wastewater Management is led by Andrew Sawyers, who has been involved in WateReuse’s work and delivered a keynote speech at our Industrial Water Solutions event in June. EPA’s Water Reuse team will continue to operate in an interdisciplinary role across the Office of Water (OW) to support the full range of water reuse applications, including both potable and non-potable uses. We look forward to our continued partnership with EPA OW as it advances water reuse under its new operational structure.

The WateReuse Association and WateReuse Arizona welcome BZ Utility Advisors! Led by former WateReuse Interim Executive Director Brian Biesemeyer, BZ Utility Advisors provides tailored consulting services for water and wastewater utilities, developing strategies for successful utility management for municipal and private utilities. Biesemeyer served as Executive Director of Scottsdale Water for over a decade, overseeing innovations in water recycling including Arizona’s first direct potable reuse demonstration facility.

NV: From Virginia to Nevada — Charles Bott Brings His Vision to Vegas 

Charles Bott, PhD, Chief Technology Officer for Hampton Roads Sanitation District (HRSD) in Virginia, will provide the keynote address at the 6th Annual Nevada WateReuse Symposium in Las Vegas on February 2. What does a coastal Virginian have to teach desert-dwellers about sustainable water practices? Bott’s experience envisioning and guiding the Sustainable Water Initiative for Tomorrow (SWIFT) project will provide a fresh perspective for Nevada’s water reuse programs. SWIFT is a multi-phase program designed to reduce nutrient discharges to water bodies, replenish dwindling groundwater supplies, and prevent land subsidence. The SWIFT Research Center, an interactive education hub and pilot facility, provides a valuable example of how cutting-edge science and public outreach can live side-by-side.

CA: New Investments, Including Reuse Projects, Add 2.9 Billion Gallons of Clean Drinking Water to California Supply 

Last week, the Office of Governor Gavin Newsom announced that California has added 2.9 billion gallons to its water supply with new investments across eight major projects in the state. The highlighted projects include WateReuse member Monterey One Water’s expansion completed in October which increased recycled water capacity to 7.6 million gallons per day. The Governor’s Office also highlighted the key role WateReuse member California State Water Resources Control Board played in funding projects across the state, investing $2 billion to support projects in 390 communities over the past fiscal year. “We’re going to keep advancing the projects, the storage, the recycling, and the infrastructure upgrades that ensure every community has stable, safe water access for the long haul,” said Governor Newsom. The press release also notes the crucial role of federal funding from the Clean Water and Drinking Water State Revolving Funds to support these projects.

AZ: Tucson to Construct New 2.5 Million Gallon Per Day Advanced Water Purification Facility 

Last month, the Tucson Sentinel highlighted WateReuse member Tucson Water’s effort to construct a new advanced water purification facility with a capacity of 2.5 million gallons per day. The $86.7 million project has received funding from the U.S. Bureau of Reclamation and is scheduled for completion by June 2031. City officials estimate that the facility could help conserve 56,000 acre-feet of water from Lake Mead over 10 years. The project is part of Tucson Water’s broader One Water 2100 plan, which seeks to bolster the reliability and quality of Tucson’s water supply using surface water, groundwater, recycled water, and stormwater supplies. Incoming WateReuse President John Kmiec noted the project’s potential to support water supply on Tucson’s Northwest Side, where wells have been closed due to PFAS contamination, as well as limit Tucson’s reliance on the strained Colorado River.

The manual — "Operation and Maintenance Training Manual for Onsite Non-potable Water Systems (ONWS manual)"— is being pioneered by Austin Water with support and guidance from the National Blue Ribbon Commission for Onsite Water Systems (NBRC), WateReuse Association, and Epic Cleantec. WateReuse Association and our partners are currently also working with Water Professionals International (WPI) to develop an entry-level and advanced test and certificate program based on the manual’s information.
