CA: Golden State of Reuse Highlights California’s “Recycling Renaissance” 

In the most recent episode of the Golden State of Reuse, waterloop’s series on reuse across California in collaboration with WateReuse California, host Travis Loop interviewed three experts from CDM Smith about their work on key reuse projects in the state. Engineers Tracy Minamede, Greg Wetterau, and Roshanak Aflaki shared the experiences working on the Orange County Water District’s Groundwater Replenishment project and LA Sanitation’s Los Angeles’ Terminal Island Water Reclamation Facility which kickstarted their journeys in the field of water reuse. The three professionals reflected on the pivotal lessons from LA’s early East Valley project, sharing the advancements in public engagement, regulation, and technology that have since turned the tide towards greater public trust and political support for reuse. They also addressed the initiatives driving the future of reuse in California. Wetterau reflected on current pilot programs— including efforts to obtain pathogen crediting for membrane bioreactor technology at a Metropolitan Water District of Southern California demo plant, Los Angeles Department of Water and Power’s efforts to test three alternative DPR treatment trains at a pilot facility, and efforts to test Quantitative Polymerase Chain Reaction testing in Orange County— which are laying the groundwork for further innovation.

TX: Corpus Christi Awards Design Contract for Reuse System Expansion to Ardurra 

This month, the City Council of Corpus Christi voted to award a master services agreement to WateReuse member Ardurra to expand its non-potable reuse system. The expansion would route reclaimed water from Oso Water Reclamation Plant to a 10-million-gallon storage tank, allowing the city to service more industrial water users. The initial design phase contract authorizes up to $11 million and is expected to be completed in August 2026. Corpus Christi has been reusing its water for non-potable applications since the 1960s and currently reuses about 3% of its total effluent.

Manual of Practice: How to Develop a Water Reuse Program 

Since 2009, communities seeking to start non-potable water reuse programs have consulted this comprehensive Manual of Practice. The manual was developed to assist communities in implementing the use of reclaimed water in their service area. It addresses planning, design, construction, operations, public outreach, regulatory compliance, institutional and organizational considerations, and economics issues.

The manual — "Operation and Maintenance Training Manual for Onsite Non-potable Water Systems (ONWS manual)"— is being pioneered by Austin Water with support and guidance from the National Blue Ribbon Commission for Onsite Water Systems (NBRC), WateReuse Association, and Epic Cleantec. WateReuse Association and our partners are currently also working with Water Professionals International (WPI) to develop an entry-level and advanced test and certificate program based on the manual’s information.
