Water Reuse State Regulatory Guide: November 20 Workshop 

As water reuse adoption continues to expand across the United States, the WateReuse Association has launched a project to support members in promulgating state-level water reuse rules, regulations, and standards. WateReuse has selected a team of experts from Brown and Caldwell & Hazen and Sawyer to develop a State Water Reuse Regulatory Guide, with support from funding partners American Water Works Association, National Association of Clean Water Agencies, Association of Metropolitan Water Agencies, and Water Environment Federation. The project team has convened a technical advisory committee and is working to engage member perspectives. 

Provide your feedback and insights during a member-only virtual workshop on the State Regulatory Guide, led by contractor Brown and Caldwell, on November 20 from 3:30pm – 5pm EST.

WateReuse and Partners Urge Reauthorization of SRF Programs 

The WateReuse Association recently joined with partners on a letter urging Congress to reauthorize the Clean Water and Drinking Water State Revolving Fund (SRF) programs as well as other important clean water and drinking water authorizations. Many of these authorizations expire at the end of fiscal year 2026, and Congress is beginning to craft reauthorization legislation now. In addition to advocating for re-authorization, WateReuse is also working to increase funding for these important programs.

Welcome New WateReuse Member!

The WateReuse Association and WateReuse Florida welcome the City of Miramar! Established in 1955, Miramar is located in southeastern Broward County in the Miami metro area and draws its water from the Floridan and Biscayne aquifers. Miramar’s wastewater reclamation plant recycles up to 4 million gallons per day for irrigation in residential communities and golf courses.

CA: Golden State of Reuse Highlights the Future of Reuse in LA 

Last week, waterloop published the latest installment in the Golden State of Reuse – a series documenting water reuse projects across California in collaboration with WateReuse California. Host Travis Loop visited Terminal Island Water Reclamation Plant, the Albert Robles Education Center, and Hyperion Advanced Water Purification Facility, diving into LA’s long history of water reuse and current efforts to scale up reuse in the region. The episode digs into how Terminal Island is using reclaimed water to combat saltwater intrusion and serve industrial customers. Loop also interviews Stephan Tucker, general manager for Water Reclamation District of Southern California, about the world-class Albert Robles Center’s aims to educate younger generations, facilitate public trust, and grow the water workforce. Finally, Loop speaks with officials from LADWP and LASAN, diving into the treatment technologies employed at Hyperion and its place in the larger Pure Water Los Angeles initiative.

TX: Proposition 4 Passes, Allocating $20 Billion to Texas Water Supply Projects  

Last week, Texas voters approved Proposition 4, a constitutional amendment which authorizes a $20 billion investment in the Texas Water Fund over the next 20 years. The fund is intended to fix infrastructure and develop new water sources, supporting efforts to meet the state’s increasing water demands. WateReuse Texas advocated for its passage as well as the inclusion of water reuse projects as eligible for the funds, which will be managed by the Texas Water Development Board. The funding is allocated from the state's sales tax, with $1 billion annually added to the fund if the state exceeds $46.5 billion in sales tax revenue: a benchmark which it has reached for the past two years. 

TX: Flower Mound Begins Phase One Design for Non-Potable Reuse Project 

Last week, the Town Council of Flower Mound — a suburb in the Dallas-Fort Worth area — approved an agreement with an engineering consultancy to begin design for phase one of a non-potable reuse project. The three-phase project will recycle water for irrigation in western Flower Mound, and the $1.45 million phase one includes design of a pump station and 3.5-million-gallon ground storage tank. The ensuing parts of the plan include construction of water lines to distribute the water to the community. The town expects to bid the construction project in late 2026 and complete construction by winter of 2028.

WateReuse Association thanks Patricia Sinicropi for her seven years of leadership. Pat elevated WateReuse as a leading force for sustainable water management through water reuse, driving policy, education, and innovation. During Pat’s tenure, she emerged as a tireless advocate for water policy, leveraging her experience working for the Clinton Administration, U.S. Department of Agriculture, the Water Environment Federation, and the National Association of Clean Water Agencies. One of her greatest achievements was securing historic federal investments through the 2021 Infrastructure Investment and Jobs Act. We look forward to Pat continuing to improve the water sector through her policy expertise and passion for water.

Florida Webinar – Implementation of Florida's Potable Reuse Rules: Case Studies in Permitting

In February of this year, Florida became the third state in the US to adopt statewide rules for both direct and indirect potable reuse. Join us for an in-depth discussion as we examine two case studies for potable reuse projects that have sought permits under the new rule. Representatives from Jacksonville Electric Authority and Palm Beach County will discuss the permitting process for the H2.O Water Purification Project and the Green Cay Phase II Project. Representatives from the Florida Department of Environmental Protection will also share strategies to alleviate permitting delays and impediments.  

1.5 PDHs will be available for engineers licensed within Florida.
