Washington Update
Support Grows for Advancing Water Reuse Act

Support continues to grow for H.R. 2940, the Advancing Water Reuse Act, which would establish a 30 percent investment tax credit (ITC) to help scale up the use of recycled water by manufacturers, data centers, and other industrial operations. Representatives Brian Fitzpatrick (R-PA) and Hillary Scholten (D-MI) joined Representatives Darin LaHood (R-IL), Brad Schneider (D-IL), Claudia Tenney (R-NY), and Linda Sanchez (D-CA) as cosponsors of the bill. WateReuse continues to focus on building support for the bill in the House while also working to introduce companion legislation in the Senate. How to Help
House Passes Reconciliation Package

Last week, the U.S. House of Representatives voted 215-214 to pass a budget reconciliation package that includes many of the top tax policy priorities of the House Majority and the President. Despite changes being made to the text prior to passage last week, the revised bill includes none of the new tax breaks being advocated for by individual Members of the House. The bill now goes to the U.S. Senate, where it will be modified and sent back to the House for consideration.

EPA Announces Millions of Dollars of Funding for Rural Water

Last week, the U.S. Environmental Protection Agency (EPA) announced that more than $30 million would be allocated to a grant program serving rural areas, titled Training and Technical Assistance (TA) to Improve Water Quality and Enable Small PWSs to Provide Safe Drinking Water. This grant program allows for technical assistance of small public water systems and private well owners, supporting compliance with the Safe Drinking Water Act, finances, and generally improving water quality. The EPA also announced the relaunch of the Water Infrastructure and Capacity Assessment Tool (ICAT) to further support technical assistance for small water and wastewater systems. This interactive online map helps technical assistance providers find utilities that may benefit from capacity building and development.

Welcome New WateReuse Member!

The WateReuse Association and WateReuse California welcome Blua Consulting. Blua Consulting is a woman-owned firm providing expert technical writing, regulatory compliance, and planning services to advance recycled water use across California. With a strong background working in a public water utility, founder Madeline Blua brings firsthand operational insight and regulatory expertise to every project and has led several outreach initiatives — including a Title 22 Site Supervisor training program — to support on-site compliance and stakeholder engagement. Blua Consulting also supports agencies with Urban Water Management Plans, water audit validation, compliance with the new conservation regulations, and integrated water resource initiatives that support long-term sustainability.

FL: Florida Water Reuse Week Recap

Last week, over 90 water sector professionals gathered for the WateReuse Florida Annual Summit during Water Reuse Week at the Town of Jupiter's Community Center. The event kicked off with an informational tour of the Loxahatchee River District Water Reclamation Facility, after which participants convened to hear industry leaders discuss opportunities and challenges for implementing water reuse in South Florida. Attendees spent time connecting, collaborating, and strategizing on how to continue to move water reuse forward in the region.

Black & Veatch Releases Annual Water Report, Highlights Water Management for Data Centers

Last week, WateReuse member Black & Veatch released its annual water report, highlighting challenges and opportunities in the water sector based on expert analyses of a survey of 680 U.S. water industry stakeholders. For the first time in its 14-year history, the report featured data centers as a key challenge for the water industry. The report emphasizes that growing investments in high-demand data centers will require utilities to implement innovative water solutions, especially reuse. Black & Veatch is at the forefront of planning for a projected $1 trillion increase in investment for data centers, semiconductors, and other AI infrastructure over the next few years. Carollo Engineers Launches "The ABCs of Water Reuse" to Support Public Understanding of Recycled Water

Last week, WateReuse member Carollo Engineers released a new educational booklet, “The ABCs of Water Reuse,” to facilitate public understanding of recycled water concepts. Developed by Carollo Communications Director and Vice President Diana Leonard, the book distills 26 complex engineering concepts related to water reuse into simple, understandable terms for the public. “Water reuse is essential for our future, but its success hinges on public understanding and acceptance,” she said. The booklet is designed for multiple applications, including public meetings, facility tours, school programs, and as an educational resource for elected officials to help explain recycled water concepts to constituents. The resource is available both in print and digitally.

PNW: Submit a Nomination for the 2025 WateReuse Pacific Northwest Award for Excellence

This award will recognize a utility or local government entity in the Pacific Northwest that provides a safe, reliable, locally controlled water supply through the development of water recycling treatment facilities, infrastructure, or other water reuse projects. The award will showcase an exemplary water reuse project, system, or facility that demonstrates the value of water reuse to the community it serves.

TX: New Texas Provision Allows Floodwater and Stormwater Reuse Projects to Qualify for Flood Infrastructure Funding

This month, the Texas Senate authorized a Delta Region Water Management Project which aims to capture flood and storm water for reuse for funding under the Texas Water Development Board’s Flood Infrastructure Fund. The bill, introduced by Sen. Juan Hinojosa, allows the previously ineligible project to receive funding from the Flood Infrastructure Fund and other Texas Water Development Board funds. The project aims to reclaim water from local drainage systems, boosting water supply and assisting with flood mitigation through proposed detention ponds. Plans for the project include multiple water treatment plants and strategically located off-line regional detention facilities, with a projected capacity to provide water for up to 72,000 residents.
