WateReuse Association Urges Confirmation of Jessica Kramer as U.S. EPA Assistant Administrator

Last week, the WateReuse Association urged the U.S. Senate Committee on Environment and Public Works (EPW) to recommend the confirmation of Jessica Kramer to head the Office of Water at the U.S. Environmental Protection Agency (EPA). The EPW Committee held a hearing on March 26 to consider Ms. Kramer’s nomination by President Trump. Ms. Kramer has worked on legislative and regulatory water policy as a Senate staffer, an EPA Office of Water official, a state regulator, and a consultant, and has a strong appreciation for stakeholder engagement in EPA activities and decision-making. As a Senate staffer, she helped shape the Infrastructure Investment and Jobs Act, a landmark piece of bipartisan legislation that directed the establishment of the Interagency Working Group on Water Reuse and invested billions of dollars in critical infrastructure programs. As staff with EPA’s Office of Water during the first term of the Trump Administration, she helped launch the National Water Reuse Action Plan, which has elevated water reuse as a key economic and water supply tool across the country. The WateReuse Association looks forward to working with Ms. Kramer in her role as EPA Assistant Administrator for the Office of Water.

Administration Reemphasizes PFAS as Drinking Water Concern Nationwide

Last year, the U.S. Environmental Protection Agency (EPA) enacted the National Primary Drinking Water Regulation for per- and polyfluoroalkyl substances (PFAS), setting standards for PFAS in drinking water. At a recent meeting hosted by the Environmental Council of the States, EPA Administrator Lee Zeldin said that water utilities may face challenges in meeting the compliance deadlines mandated in the regulation. Since taking on the role of EPA Administrator, Zeldin has stressed that while EPA will prioritize public health, compliance costs are high and should not fall on ratepayers or utilities. WateReuse Association continues to work with the Administration and Congress to ensure that the cost burden of PFAS cleanup is placed on PFAS producers, not on utilities and their ratepayers.

CO: WateReuse Colorado Conference to be held at Innovative CSU Spur Hydro Building

WateReuse Colorado will host its annual conference on May 5, 2025, at the CSU Spur Hydro building in Denver, a facility at the forefront of applied water reuse research and innovation. Opened in 2023, CSU Spur Hydro is a public education facility which houses research facilities including Denver Water’s water quality laboratory, a water technology accelerator, and a suite of onsite reuse systems. The building actively implements graywater and stormwater reuse: graywater from sinks and showers is treated and reused for toilet flushing, while stormwater is diverted from the campus system for irrigation and testing via the Water Technology Acceleration Platform (Water TAP). Water TAP supports applied research by collecting water from the South Platte River and recycled water, processing flows of approximately 1,000 gallons per day through advanced treatment processes, including membrane filtration, ultrafiltration, biological treatment, UV disinfection, and microbial treatment. These integrated systems allow for real-world testing of reuse technologies. With its emphasis on applied research and water reuse implementation, CSU Spur Hydro offers an ideal backdrop for this year’s theme: “Implementing Reuse: Opportunities, Challenges, and Innovation.”

WA: City of Pasco Process Water Facility Treat Water with Algae

The City of Pasco in Washington State held a grand opening last week for its Process Water Facility, which will produce recycled water for agricultural irrigation. The city says that the new project holds a record as the largest algae-based wastewater treatment facility in the world. Algae is used in the treatment process to remove excess nitrogen that would otherwise make the water source unusable to local farmers. The facility costs around $180 billion, which will be offset by selling the facility’s products: natural gas, fertilizer, and irrigation water.

Research Update
Georgia Researchers Identify National Support for “Purified Water” Terminology

Researchers at the University of Georgia published a report in Environmental Science & Technology about public preference for terminology related to potable reuse. The researchers surveyed 1,000 individuals on their willingness to pay for potable recycled water, considering the impact of different terminology including “purified water,” “recycled water,” “reused water,” “reclaimed water,” and “treated wastewater.” Results suggested a preference for the term “purified water” across cities in the United States.
