Washington Update
White House Freezes Some Spending, Causing Confusion Across Agencies

On his first day in office, President Trump signed an Executive Order pausing disbursements of funds under the Inflation Reduction Act (2022) and the infrastructure Investment and Jobs Act (2021).

Later last week, the Office of Management and Budget issued a clarification that the freeze only applies to programs that contravene the policies established in Section 2 of the Executive Order, which focus on the production of fossil fuels and non-fuel minerals, electric vehicle subsidies, and other energy-related programs.

Given OMB’s clarification, we do not believe that it is the intention of the Executive Order to disrupt or pause disbursements of funds from the Bureau of Reclamation and the U.S. Environmental Protection Agency appropriated under the IIJA and IRA that support water reuse projects. However, we are monitoring the situation closely and over the next several days will confirm this understanding with agency officials. WateReuse is in regular contact with federal agency staff to ensure that the Executive Order is interpreted narrowly so as not to apply to important water reuse grant and loan programs. We will continue to report on this situation as information becomes available.

Senate Committees Recommends Confirmation of U.S. EPA and Interior Heads

Last week, the U.S. Senate Committee on Environment and Public Works and Committee on Energy and Natural Resources formally recommended the confirmation of President Trump’s nominees for Administrator of the U.S. Environmental Protection Agency, Lee Zeldin, and Secretary of Interior, Doug Burgum, respectively. Both nominees are expected to be confirmed by the full Senate in the coming days.

President’s Council Releases Report on Groundwater Security

The President’s Council of Advisors on Science and Technology (PCAST) published a report in December that provides six recommendations on Improving Groundwater Security in the United States. The second recommendation encourages the study of water reuse for groundwater recharge, incorporating several of the comments that WateReuse submitted through public comment in 2024. Of particular note is Section 2.2:

  • Establish a national research program to advance technologies for groundwater monitoring, recharge, conservation, and reuse, as well as new water sources to reduce pressure on groundwater resources in different groundwater basins or aquifers.

The report refers to recycling and reuse as the “centerpieces” of conservation programs and emphasizes the need to expand conservation programs across federal agencies to bolster groundwater supply. Last week, the Trump Administration issued an Executive Order detailed in the above news piece that has since abolished the PCAST.

USGS Assesses a Decade of Water Availability in the United States

Earlier this month, the U.S. Geological Survey (USGS) released a report on national water availability in the United States between 2010 and 2020, detailing water supply, quality, and availability over the course of the decade. The report illustrates significant fluctuations in water supply, demonstrating the need for reliable alternative water supplies such as recycled water.

According to the report, nearly 30 million people live in areas of the U.S. with high water stress, and a higher proportion of those people were considered socially vulnerable. The report notes that elevated regional stress tends to co-occur in four key areas. Click the map to see more detail.

The years 2011 and 2012 stood out as particularly high water stress years, with comparably low precipitation levels. Supply impacts during the years of highest water stress were felt most acutely in the Central and Southern regions of the High Plains amid unconfined aquifers, and in areas that relied heavily on groundwater resources for supply including California Coastal Basin, Colorado Plateau, Snake River Plains, Rio Grande, and North Atlantic Coastal Plains. The highest interannual variability in precipitation across the 10 years was seen in California, Nevada, Texas, Southern High Plains and the Southwest Desert, while the lowest variability was seen in Florida, Tennessee, Missouri, and the Northeast. 

This ten-year assessment helps to make the case for investment in water reuse, which can address multiple water challenges. Water reuse can bolster groundwater and surface water supplies, improve water quality, enhance ecological flows and habitat maintenance, and more.

TX: UT Austin Seeks 40% Demand Reduction with WaterHub Project

Last week the University of Texas, Austin announced plans to partner with WateReuse member H2O Innovation on a 9,600-square-foot WaterHub project. Early projections indicate the facility will reduce the campus's potable water usage by 40% and sewer volume by up to 70%. The project is anticipated to come online in 2027. "This transformational project further positions UT Austin as a national leader in resource management," said Xavier Rivera Marzán, the university's executive director of utilities and energy management.
