Bureau of Reclamation Agrees to Increase Project Funding Cap for Water Reuse Program in Next Application Cycle

In response to advocacy by the WateReuse Association and a coalition of Members of Congress led by Senator Alex Padilla (D-CA) and Grace Napolitano (D-CA), the Bureau of Reclamation announced that it will increase the per-project funding cap for the Title XVI-WIIN Water Reuse Grants Program as part of next year’s application period. WateReuse and the Members of Congress urged Reclamation to raise the per-project funding cap from $30 million to $40 million to account for inflation. Doing so will allow Reclamation to begin to address the significant rise in project costs that Title XVI project sponsors have experienced in recent years. WateReuse will work with the incoming administration early next year to ensure that the adjustment is made in the first FY 2025 notice of funding availability.

Water Sector Associations Deliver Joint Recommendations to Incoming Administration

Last week, the WateReuse Association, National Association of Clean Water Agencies (NACWA), Water Environment Federation (WEF), American Water Works Association (AWWA), and Association of Metropolitan Water Agencies (AMWA) delivered joint recommendations to the incoming Trump Administration. The letter argues for significant, sustained federal investment in water recycling. “Despite recent investments [through the Bipartisan Infrastructure Law],” the letter reads, “the need for capital for water recycling projects far outstrips available funding, and this demand will only grow as recurring drought, and other pressures continue to threaten local and regional water resources.” The letter also urges the incoming administration to work with Congress to ensure that passive receivers of per- and polyfluoroalkyl substances (PFAS) are not held liable for PFAS pollution under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). It notes the Trump Administration’s earlier leadership on the National Water Reuse Action Plan (WRAP) and urges the incoming administration to continue and strengthen the WRAP as well as the Federal Interagency Working Group on Water Reuse.
